Job Summary:
Oversee, through a team to include both paid and volunteer workforce, the successful implementation of the volunteer-led disaster cycle services program throughout the region in alignment with established program standards. Ensure employees and volunteers within a region are assigned specific relationship management responsibilities with community-based, non-governmental and faith-based organizations supporting disaster services, and key emergency management staff (i.e., relationship management). Serve during times of disaster in an operational leadership role for any scale of disaster. Participate in a leadership role on larger operations for region, division, or nationwide. Responsible for local government partnerships, measurement and evaluation, information dissemination, preparedness, readiness, and response management. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. Provide support, development, and leadership guidance to all volunteers. Support and guide disaster employees to accomplish mission work through meaningful engagement of volunteer workforce.
Perform all duties and responsibilities in alignment with the Fundamental Principles and in compliance with standard operating procedures and other applicable Federal, State, and local regulations.
The candidate must reside in the D.C Metro area.
Key Responsibilities:
Volunteers are our primary workforce and are empowered and engaged to lead and deliver the Red Cross mission. Regional employees are responders by exception. We mobilize and engage local communities to deliver services. Program Managers manage programs and develop volunteer capacity to deliver our mission. We align with Swarm Leadership Principles.
1. Program Administration: Integrate program administration and management into all core activities. Plan and evaluate programs. Obtain, analyze, and report business data. Analyze business and program health trends based upon regional operations and core program system reports. Review human resources and related data. Review and monitor budget, separation of duties and financial authorities and instruments. Manage internal relationships and communications. Complete business and community assessments to both understand and implement national programs. Coordinate with Regional Leadership Team to support Fundraising, Communications, and other lines of business. Ensure that people, resources, and services are available to meet all program and service delivery needs quickly and efficiently.
2. Workforce Development, Engagement, and Retention: Understand and implement policies in accordance with Human Resources and Volunteer Services requirements. Create an environment that encourages a diverse team of employees and volunteers, representative of the communities they serve, to successfully deliver services. Engage the Volunteer Services team as partners in staff planning, recruiting, training, engagement, and recognition activities. Ensure the steady-state table of organization is staffed by volunteer leaders and partnered with DCS staff.
3. Relationship Management: Provide facilitative leadership to build a resilient network (e.g., government, emergency management, nonprofit, corporate, and other groups) working toward community-wide efforts to prepare for, respond to, and recover (including long term recovery) from disaster Communicate regularly with State Emergency Management leadership, and ensure the Red Cross is represented at appropriate meetings at the local and State level.
Develop and execute a plan for effective and ongoing engagement of diverse partner groups at both a local community and regional level, based on analysis and identification of required relationships. Ensure regional line of business leaders are involved with these coordinated efforts. This includes Chapter Executive Directors and Community Volunteer Leaders. Meaningful partnership efforts need to be cultivated and maintained at the local municipal/county/parish levels.
4. Community Preparedness: Leverage Red Cross core competencies to improve individual and family preparedness by building awareness, providing education, mobilizing communities with partners, and increasing capacity across sectors. Ensure services are delivered equitably with a focus on frontline communities.
5. Readiness and Response Management: Alleviate human suffering in the face of emergencies by mobilizing and organizing community resources to meet the immediate life-sustaining needs of individuals, families and communities affected by disaster. Ensure completion of regional readiness activities that enable the Region to achieve, and maintain or exceed, readiness targets and commitments. Create, maintain, and engage in deliberate planning with internal and external stakeholders in alignment with approved strategies, standards, priorities, and goals.
Ensure “speed to need” to initiate timely and effective responses to all disaster events. Communicate regional response capabilities and capacity to local and State Emergency Management, especially for evacuation and ESF6 planning.
6. Client Care: Act as the catalyst, convener, facilitator, and subject-matter expert to alleviate human suffering and build resilient communities through effective client care programs. Provide consistent, standardized and scalable set of services that are both aligned with and complementary to the community and its available resources.
Scope - Establish operating policies and procedures that affect departments and subordinate sections and work units. Interpret company-wide policies and procedures. Develop budgets, schedules, and performance standards. Job level is also determined by additional factors including regional disaster risk assessment, which contributes to job complexity.
The salary range for this position is (Washington, DC): $135,00.00 - $150,000.00

Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role.
Qualifications:
Education: Bachelor's degree required.
Experience: Minimum 7 of years related experience or equivalent combination of education and related experience required.
Management Experience: 5 years of management experience of paid or volunteer workforce.
Ability to work on a team.
Proven track record of collaboration, facilitation, problem solving, leadership and partnership engagement.
Demonstrated experience leading high-performing volunteer teams and effectively engaging and mobilizing communities and community-based organizations.
Proven ability with analyzing, interpreting, and acting on business analytics, planning, technical writing, public speaking, project management, data entry and management, and process improvement.
Ability to handle multiple priorities effectively, assimilate information quickly, analyze problems and implement solutions appropriately.
Ability to work independently while developing and motivating a high functioning team of employees and volunteers as well as have excellent interpersonal skills in dealing with all levels of employees and volunteers across the enterprise.
Excellent oral and written communications skills, including training, presentation and negotiating skills.
Experience with budget management, oversight, and compliance.
Must be analytical, customer oriented, flexible, organized, and able to operate with an orientation toward solutions, an external focus, and team orientation. Familiarity with program guidance and standards required.
Proficiency in standard office technology tools such as cell phone, laptop, and Microsoft Office applications (Outlook, Word, PowerPoint, Excel). Ability to work outside of regular duty hours including nights and weekends.
Familiarity with federal, state, and local employment laws.
Must be able to perform all assigned responsibilities under “steady-state” requirements.
Ensure all American Red Cross finance policies and procedures are followed as related to the scope of work activity. Ability to work on a team.

Travel is required.
• Regional positions: Regional leadership and functional employees are expected to work daily within their region's geographic area to provide leadership and functional support, engage and mobilize communities, and support volunteers.
Deployment Requirements
Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment.

The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
