Job Description:

Our work depends on having an Information Systems Sr. Manager Finance & Business Systems to lead a team to support the Financial Systems across GDIT. As an Information Systems Senior Manager leading a team supporting the internal financial systems, you will be trusted to work with the Finance and Business community to help maintain and improve the Oracle Financial system and other financial systems within GDIT.

HOW YOU WILL MAKE AN IMPACT:

This is an exciting opportunity to lead a team working in the Oracle eBusiness Suite Release 12.2.12 environment including Project Costing, Project Billing, Project Contracts, Time and Labor and other financial modules (AP, AR, GL, FA, PO).

This position will lead and manage a team of Business Analysts (BA's) and IT Software Developers. You and your team will work with the Financial Services team and the business units and will be responsible for providing day-to-day support and enhancements for Oracle Financials. The BA's will work with the business unit customers to identify and define in detail the customer requirements for information systems solutions and then work with the developers to translate customer requirements into detailed technical requirements that are used in the software solution development process. The Senior Manager of the team will assign work to the team members, support them as they work, handle the managerial administrative work for the group and participate in the actual work while acting as a Subject Matter Expert (SME).

The Information Systems Senior Manager will lead the Business Analysts and Developers and will manage the relationship between the team and other parts of IT and with the Business Units.

Responsibilities will include:

  • Directing personnel functions including, but not limited to, hiring, performance evaluations, merit recommendations, training plans, promotions, transfers, and vacation schedules.
  • Communicating with GDIT IT Businesses and Internal functions regarding support of Oracle Financials tickets and project work.
  • Prioritizing ticket and project work for the team and assigning work to team members to meet critical deadlines.
  • Troubleshooting and assisting team members in troubleshooting production issues through discussion with end users and technical resources, including problem recognition, research isolation and resolution steps.
  • Developing clear functional business requirements/specifications and ensuring the team does the same and then developing the technical solutions based on the requirements/specifications.
  • Furnishing professional advice to all levels of management including the senior leadership team and making presentations, as needed, to assist in solving business problems.
  • Ensuring the team understands the complexities, interdependence and data flow of business processes across Oracle Projects and the entire E-Business Suite, including GL, AP, AR, PO, Projects, and FA.
  • Acting as a senior level Subject Matter Expert (SME) for the team.
  • Ensuring the team properly develops test scenarios and test cases and provides execution, test run validation and coordination of functional user testing.
  • Providing assistance in all aspects of compliance efforts, systems analysis, general systems design, detail systems design and system development.
  • Determining team standards and work processes. Reviewing work products from team members and ensuring that documentation meets standards.
  • Maintaining relationships with the internal GDIT customers and other General Dynamics business unit customers using Oracle Financials services.

WHAT YOU'LL NEED TO SUCCEED:
  • 10+ years of related information systems experience including management experience.
  • Bachelor of Arts/Bachelor of Science Degree
  • 10+ years of experience with an in-depth knowledge of: Oracle Projects (Cost and Billing), Oracles Project Contracts, Oracle Financials (AP, AR, GL, FA, PO) - Release 12.2, eBusiness Suite Business Processes and Oracle Application schemas is required.
  • Knowledge of SQL is required
  • Must be an effective communicator (written and oral) across all levels of organization, including users, developers and management
  • Must have management experience and must have the ability to effectively lead and manage a team.
  • Knowledge of Software Development Life Cycle models required
  • Must be able to work well with staff members and user community, especially with senior business management staff. A person must be able to interact with employees at all levels of the company
  • Must have experience documenting requirements and developing system / user test plans
  • Must be able to solve complex problems and be able to make compelling and persuasive presentations to win approval for recommendations
  • Willingness to listen to and collaborate with clients, have a driving passion for innovative solutions and ability to deliver practical, sustainable results
  • Able to think and analyze critically
  • Ability to work independently
  • Work will be performed in the Northern Virginia area (Fairview Park, in Falls Church), with hybrid remote and office work permitted. Occasional travel may be required

Preferred Skills:
  • Understanding of government contracting financial requirements a plus
  • Experience with Oracle Shipping, Government Contracting and Oracle ERP Cloud is preferred

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
