Director, Capital Program Administration | University of Wisconsin Madison - Military Veterans

Job Summary: The Director of Capital Program Administration will serve within the University of Wisconsin-Madison's Division Facilities Planning & Management (FP&M) Capital Project Delivery unit to advance program administrative goals and objectives. The candidate will direct and perform managerial duties to oversee a staff of 7 professional and administrative personnel in the performance of all duties. Administrative operations overseen include: contract amendment review, project administration, reporting, capital budget, project accounting controls and payments, and closeout. Responsible for preparation of quarterly capital project reports for portfolio of about 110 projects representing $3B in active design and construction, biennial submission of the ~$6.5B 6Y Capital Development Plan to the UW System, Board of Regents, and the State Building Commission. Will manage and oversee approval routing for all projects, working to obtain Main Budget Office and Chancellor approval; responsible for tracking reports and updates as requested to leadership and executive staff on the capital program. Responsibilities: Plans and provides direction for the administrative operations of a division or business unit(s) of the institution to advance program goals and objectives. 15% Directs, implements, and monitors strategic planning initiatives to ensure appropriate use of financial, administrative, and staffing resources 10% Recommends, reviews, and directs personnel resource allocation to ensure appropriate utilization of resources 30% Supervises managerial, professional, and support staff of the unit or division and facilitates unit staff developmental opportunities 5% Serves as the unit liaison to internal and external stakeholder groups providing organizational information and representing the interests of the unit 15% Develops and audits administrative operating reports, budgets, policies, and procedures to comply with regulations, institution policies, and business objectives 5% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees 5% Oversees timely and accurate reporting for capital projects and budgets, establishing and implementing departmental policies and procedures. 5% Oversees capital project and professional service vendor payment processing and compliance 5% Ensure proper close-out of capital projects, including project archiving, submission of records and deliverable materials 5% Responsible for managing Capital Project Delivery procurement and payment activities in accordance with all applicable state laws and regulations Institutional Statement on Diversity: Diversity is a source of strength, creativity, and innovation for UW-Madison. Some work may be performed remotely, at an offsite, non-campus work location. Appointment Type, Duration: Ongoing/Renewable Salary: Minimum $120,000 ANNUAL (12 months) Depending on Qualifications The starting salary for the position is $120,000 but is negotiable based on experience and qualifications.
