Job Description:

Parsons is looking for an amazingly talented Senior Engineer - Civil. In this role the incumbent provides Projects and Design Management support to the Engineering Projects Section (EPS). Manages designs and preparation of technical RFPs, provides pre- and post-award support to Projects Management, Contracts and Construction Departments. Provides technical support across all disciplines to coordinate the development and implementation of the engineering portions of assigned projects.

Receives administrative direction on assigned projects in terms of specific objectives from the Manager of Engineering Projects with work being reviewed for adherence to scope of work. Frequent interfaces with A/E Consultants, Client Management and other departments. Supervises and coordinates activities of Project Engineering. Interfaces with Project Management and Contracts Departments for the pre-award activities and reporting project status. Coordinates with relevant RC departments, stakeholders, and external agencies.

What You'll Be Doing:

  • Develops the scope of work for design tasks in coordination with other sections within the Engineering Department, Projects Management Department and stakeholders.
  • Analyzes data pertaining to client requirements to assist in the definition of technical aspects of detailed the scope of work.
  • Coordinates for review, preparation and issuance of Task Orders including review of Architecture and Engineering Design Consultants (A/Es) technical and commercial proposals with Contract Administration Unit within EPS.
  • Manages overall design from concept, design development and construction documents. Works closely with the A/Es and reviewers, provide necessary coordination for data acquisition, and 3rd party reviews.
  • Conducts design review meetings and participates in value engineering, risk management and construction review workshops.
  • Manages the compilation of technical portions of Requests for Proposal (RFP) for both the design and construction portions of assigned projects and coordinates with the QA/QC and QS Unit within EPS to ensure a high quality procurement package has been reviewed and approved prior to release.
  • Coordinates with other sections within the Engineering Department for the development of design specifications, standard details and amendments to the Guiding Engineering Manual, and ensures adequate information is provided for clarity of the A/E’s interpretation of the required scope of work.
  • Participate in the technical evaluation of potential bidders for construction contracts on assigned projects, and in recommending shortlists of qualified contractors. Coordinates the technical analysis and evaluation of bids proposed.
  • Monitors technical progress of A/E contractor. Coordinates the review of design drawings, specifications, manuals, shop drawings, vendor data, calculations and other technical information submitted by the A/E contractor for all phases of contract.
  • Provides requested technical information to A/E or construction contractor regarding interpretation of specifications, and other technical guidance as required. Requests technical information or clarification of submitted data from A/E construction contractor as required.
  • Prepares report and presentations on assigned projects. Coordinates with Projects Management Department progress reporting and evaluation for the assigned projects.
  • Provide input to the RC Authorized Representative in review of quarterly performance evaluation for the A/E.
  • Provide technical support during pre-award stage including but not limited to Bidders Q&As, addendums, bid evaluation, release of final IFC drawings etc.
  • Provide post-award support during construction
  • Perform any other job-related duties as assigned.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering or equivalent.
  • Minimum five years of experience in project/ design management experience.
  • Professional Registration as an Engineer preferred or, at least, be working towards achieving this.
  • The ability to communicate effectively in spoken and written English is essential. Ability to prepare project presentations to higher management.
  • Computer literate and proficient with the industry standard software for project management and control, MS Office. A working knowledge of AutoCAD Civil 3D as well as hydrology/hydraulic modeling software and traffic modeling software is a plus.
  • PMP certificate beneficial, but not mandatory.
  • Strong familiarity with the Engineering design processes as well as Construction and Project Management.

  • Comprehensive knowledge of the principles and practices of engineering as related to the preparation of plans and specifications. Knowledge of methods and techniques utilized in the design and construction of public works and utility projects
