Intermediate Procurement Manager - Military Veterans

Amentum is now hiring for an Intermediate Procurement Manager in support of the Field, Lab and Air Integration / Experimentation / Modeling and Risk Reduction office at Aberdeen Proving Grounds, MD and other locations. This project will provide the U.S. Army Combat Capabilities Development Command (DEVCOM), Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Research (C5ISR) Center services to include programmatic/business management services, engineering support services, field engineering, laboratory, logistics, and acquisition / administrative support services to augment FLAIR core Government personnel and turn-key solutions to support the missions of FLAIR and its associated Managers and customers. This support will be conducted in close coordination with Government project leads within FLAIR.
Job Duties and Responsibilities:
- Manage and coordinate activities of buyers and support staff engaged in purchasing and distributing raw materials, equipment, machinery, and supplies in industrial plant, public utility, or other organization.
- Establish purchasing policies and procedures and direct purchasing programs accordingly.
- Establish procedures to accomplish procurement of a variety of materials in a cost-effective manner.
- Prepare and assign purchase orders and change notices to purchasing agents.
- Analyze market and delivery conditions to determine present and future material availability and prepare market analysis reports.
- Keep informed of economic, industrial and other trends that affect markets, prices, and delivery conditions.
- Review and monitor requisitions, supply sources, supplies, quotations, terms, etc.
- Recommend major purchases of materials based on anticipated changes in prices or on unusual availability situations.
- Review purchase order claims and contracts for conformance to company policy.
- Participate in contract negotiations and vendor selection.
- Monitor performance and capabilities of vendors to ensure maintenance of delivery, quality, and price commitments.
- Develop and install clerical and office procedures and practices, studying work flow, sequence of operations, and office arrangement to determine expediency of installing new or improved office machines.
- Arrange for disposal of surplus materials.
- Hire, train new staff members, and supervise and evaluate job performance of purchasing department personnel.
- Act as a liaison in dealings between vendors and user departments when necessary.
- May perform duties of Buyer.
- Other duties as assigned.
Required Qualifications:
- Must have a Bachelor's Degree.
- Must have High School diploma.
- Must have 3 years of experience.
- Must have an Active SECRET US Government Clearance. Note: US Citizenship is required to maintain a SECRET Clearance.
- Experience supporting C5ISR DEVCOM programs.
