The US Army Aviation (ASO)- Aviation Safety Officer (PMO Office) plans, implements, and coordinates safety and environmental programs in accordance with required regulations, procedures and policies with primary focus on aviation. Facilitates identification of safety and environmental risks and promotes reduction or elimination of potential accidents, occupational injuries, illnesses, deaths and safety-related financial losses. Conducts safety assistance visits and training to ensure implementation of and compliance with safety directives.
- PMO level, reports to the Program Director and Deputy Program Manager in Riyadh, Kingdom of Saudi Arabia. (US Citizenship is Required, as below) Required to obtain US Govt Clearance.
- Bachelor's degree in (EHS Environmental Health and Safety) or equivalent is strongly preferred, Or Five (5) + years of relevant Aviation Safety experience with a High School Diploma or equivalent
- Branch 15 US Army Aviation MOS series is required.
- Three (3) years of Army Safety experience in rotorcraft maintenance, (UH-60M, AH-64E) with a Minimum of Three (3) years' experience in Army Aviation Safety Management is Required.
- Ensures proper industrial safety procedures are followed in accordance with the contract and appropriate Federal, state, and local regulations, rule, and procedures.
- Expert knowledge in the technical field of Aviation Safety and accident prevention and experience in use of DOD, FAA, NTSB, or ICAO documentation is required.
- Responsible for efficient creation, maintenance, organization, coding and protection of business records and information. Makes sure records are complete with appropriate forms. May transfer active records to inactive or archival storage, convert paper records to digital copy, input data into computer systems, or destroy obsolete or unnecessary records.
- Knowledge of DOD Air Mobile and Air Assault operations is desirable.
- Provides administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet customer requirements.
- Provides written reports which are clear, concise and meaningful for all ground/aviation safety and environmental matters.
- Provides technical support in all types of safety/environmental issues such as data gathering, training, correspondence with CONUS and OCONUS internal customers, etc.
- Performs duties as an active member of an aircraft accident board, assists in maintaining accident and incident records, files, and reports.
- Develops required reports, conduct briefings, safety training, and when directed conducts quarterly safety and semiannual safety stand down meetings.
- Conducts safety audits, fire extinguisher inspections, and inspections of all first aid kits and other safety related equipment.
- Develops and maintains information technology work orders and confirms when work has been properly completed.
- Maintains and logs all purchase request items to include when received.
- Processes occupational hazard reports including investigation the hazard and ensuring mitigations are in place.
- Perform all other position related duties as assigned or requested.
Minimum Requirements
- Bachelor's degree in (EHS Environmental Health and Safety) or equivalent is strongly preferred, Or Five (5) + years of relevant experience with a High School Diploma or equivalent
- US Army Branch "15 series" MOS (US Army Aviation) is Required.
- Three (3) years of Army Aviation Safety experience in rotorcraft maintenance, (UH-60M, AH-64E) with a Minimum of Three (3) years' experience in Army Aviation Safety Management is Required.
- Completion of the US Army (ASOC) training (or Military branch equivalent)at Ft. Rucker (Novosel) is Required.
- Prior US Military Aviator (Army is preferred) with a minimum of 1,500 hours (PIC) of flight time required.
- Required completion of the Additional Duty Safety Course (ADSC) as outlined in AR/DA PAM 385 series.
- Required training documentation detailing knowledge of DA PAM 385-10 (Chapters 3, 4-3,7,8,9,10,11,13 and 14).
- Required training documentation detailing knowledge of AR 95-20 (Chapter 6) Aviation Safety Program Elements to include certificate of course work in Mishap Prevention program, Aircraft Rescue and Fire Fighting, Protection of Aircraft on the Ground, and Aircraft hangars (NAS 3306).
- Must be knowledgeable of OSHA, and environmental regulations, EPA, FAA, NTSB and other appropriate Federal, State and Local regulations.
- Must be familiar with aircraft accident investigation and reporting.
- A Valid US Passport is required for deployment to Saudi.
- Must be physically able to clear the Saudi Visa (Igama) Medical for deployment.
- Excellent communication, organizational, time management, and interpersonal skills (written and spoken) are Required. Must possess planning/organizational skills.
- Must be willing and able to travel as requested to support the operation; may be required to travel to and between CONUS/OCONUS location(s) as requested.
- May be required to travel to and between remote location(s) in austere or inhospitable high stress environments.
Security Clearance Requirements:
- Must be able to obtain and maintain a US Government Clearance, (Secret Clearance or Confidential). US Citizenship is Required to obtain s Clearance. Must be able to obtain and maintain facility credentials/authorization. US Citizenship is required for facility credentials/authorization at this work location.
Additional and Physical Qualifications:
- Must possess computer skills in MS Word, MS Excel and MS Power Point.
- Ability to respond rapidly and sufficiently to changing requirements, unexpected contingencies, and other challenging situations; Must be able to work under deadlines.
- Must be able to walk, stand, and sit for extended periods.
- Must be able to type using a standard keyboard to communicate through e-mail and various software applications.
- Must be able to grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
- Must be able to communicate by voice and ear over telephone.
- Must be able to distinguish color and judge three-dimensional depths.
- May be required to lift objects whose weight may not exceed 50 pounds.
- Works in a normal office environment with controlled temperature and lighting conditions.
- May be required to response to a variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
- May be exposed to extreme noise from turbine and jet engine aircraft.
- May be exposed to fumes or airborne particles.
- May be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.
