Sr. Director, Budget, Funds & Grants Management Marketing Statement:
The Washington Metropolitan Area Transit Authority's (WMATA) Office of Management and Budget Services (OMBS) is seeking to hire a Senior Director, Budget, Funds, and Grants Management. The position is responsible for supervising, originating, and coordinating budget formulation and execution of WMATAs $5 billion operating and capital budget. Activities include budget development and execution, monthly financial reporting, budget management, budget forecasting, funds control, and special projects. The Senior Director is also responsible for overseeing WMATAs funds and grants management activities including the full grant life cycle from planning and award to close-out. This includes overseeing the process of submitting competitive grant applications of interest to WMATA to federal, state, and local governments. The Senior Director reports to the Senior Vice President, OMBS.
MINIMUM QUALIFICATIONS
Education
- Bachelors degree in Business, Finance, Accounting, Public administration, or related management field.
Experience
- Minimum of twelve (12) years of progressively responsible senior-level experience in financial management, budgeting, or public administration to include three (3) years of supervisory management experience.
Certification/Licensure

- Master's degree in Business, Finance, Accounting, Public Administration, or a related field

SUMMARY
The Senior Director, Budget, Funds and Grants Management is responsible for supervising, originating, coordinating, and providing oversight and direction for Authority-wide budget formulation and execution activities as directed by the Senior Vice President, OMBS. The incumbent will be involved in all aspects of planning, organizing, managing, coordinating, and directing personnel and activities relating to the following: budget development and execution for operating and capital programs; monthly reporting; budget management; and budget forecasting. The Senior Director is responsible for overseeing the Authority's funds and grant management process including the full grant life cycle from planning to close-out. This includes the process for submitting discretionary grant applications of interest to the Authority.
The Senior Director is also responsible for developing and implementing all requirements of the annual budget kickoff for the Authority; authorizing all reconciliation of contract requisitions to contracts based upon budget; monitoring operating to capital transfers to ensure reporting is accurate; reviewing actuarial reports to prepare budgets and actuals for pension and other fringe benefit expenses; as well as monitor Authority-wide energy expense and related consumption. The incumbent originates, coordinates, and implements budget policies and has extensive latitude for independent judgment and action; plans, directs, coordinates, and evaluates the development and presentation of reports to the Senior Vice President, OMBS, Chief Financial Officer, General Manager, Board Finance Committee, Board of Directors, and local jurisdictions. The Senior Director, Budget, Funds and Grants Management assists in accomplishing the goals of the Division and the Authority.
ESSENTIAL FUNCTIONS
- In conjunction with the directors and managers of the office and under the general guidance of the Senior Vice President, plans, directs, coordinates, and evaluates the preparation and publication of the Authority's annual operating and capital budget.
- Provides guidance on funds and grants management to ensure all Federal grant requirements are met, including the timely submission of reports, and the close-out of grants.
- Ensures that operating and capital budget near term forecasts and long-range plans are developed and updated as necessary.
- Provides monthly reports on budget execution to the Senior Vice President detailing cost drivers and anomalies.
- Plans, directs, coordinates, and evaluates the preparation of cost and staffing allotments, overtime expenses, and personnel information presented to the Senior Vice President, Chief Financial Officer, General Manager, Board Budget Committee and Board of Directors.
- Within guidelines established by the Senior Vice President, OMBS, plans, directs, coordinates, and evaluates the activities of the directors and managers of operating and capital programs and funds and grants management.
- Sets standards for message content, consistency and tone, and the appropriate communication vehicles, consistent with organizational goals and principal standards.

- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
