Summary
The Program Controls Analyst Sr - Vegetation Management will be responsible for financial/data analysis in relation to the processes of overseeing all Capital/O&M financials associated with Vegetation Management (VM) within the Distribution Services (DS) organization. The Program Controls Analyst Sr will assist in the development of the invoicing processes and procedures for VM, and will be responsible for the oversight, planning, and forecasting of the respective budgets within the organization.
This will be a hybrid role based out of our Fort Worth location.
Key Responsibilities
- Assist the Business Operations Supervisor with oversight of the financial controls and accounting processes for the organization
- Effectively communicate and oversee the execution of standardized accruals at the end of all accounting periods in accordance with Oncor's accounting policies
- Collaborate in the organization of all data necessary to satisfy Oncor's SOX reporting requirements regarding Vegetation Management
- Serve as subject matter expert regarding all aspects of contractor-related costs for construction services contractors, and will be responsible for maintaining the database of rate structures (standard T&M rates, storm rates, lump sum/bid pricing, etc.), evaluating potential rate changes, and analysis of rates on an as-needed basis
- Manage relationships with various Oncor work groups such as Accounting, Maintenance Strategy, Financial Support, IT, and others to maintain consistent financial/data reporting and communications
- Oversee the vendor invoicing process to ensure compliance with contracted rate structures and applicable contract terms and conditions for VM services contractors
- Document billing workflow processes and develop financial calculators, tools, and metrics in order to provide consistent reporting of financial and operations data to DS management team
- Responsible for the development, implementation, and ongoing review of the processes and controls which will be followed by all field and billing personnel involved in the invoice approval process
- High school diploma, GED, or equivalent is required
- Bachelor's degree in business or technical discipline with 3-5 years of experience in financial/data analysis is encouraged to apply
- 2-5 years of experience in analysis, program controls, accounting, vegetation management and/or project management is encouraged to apply
Skills
- Ability to create informative reports and effectively deliver presentations as needed
- Experience managing projects and/or initiatives, strong written and verbal communication skills
- High level of proficiency in Microsoft Excel and Microsoft Access, basic knowledge in SQL encouraged to apply
- Ability to work well under pressure and with minimal supervision
- Working knowledge of basic data analytics and reporting strongly encouraged to apply
- Experience in planning and implementing continuous improvement measures encouraged to apply
