ASRC Federal Field Services, a Subsidiary of ASRC Federal Holding Company, is currently seeking a Fire Chief at the Plum Island Animal Disease Research Center, located on Plum Island, NY. (1.5 nautical miles off North Fork of Long Island & 6 nautical miles off coast of Old Saybrook, CT). Marine transportation furnished by Government provided ferry.

Summary:

Oversees and directs fire safety program for research facility and ensures prescribed coverage 24/7 firefighting services for facility and structures. Plans, directs, and facilitates all activities related to fire safety, including training, equipment maintenance, and planned and unplanned events, and performs tasks as defined in emergency response plans. Plans and directs emergency response teams following the Homeland Security Presidential Directive 5, the National Response Framework, the National Incident Management System, and Presidential Policy Directive 8. Trains and assigns qualified personnel to positions on the PIADC Incident Management Team (IMT). Works with the PIADC Integrated Emergency Programs Manager (IEPM) to ensure preparedness programs and response procedures are integrated with defined objectives.

Key Role:
• Develops and participates, in conjunction with Government staff, in a comprehensive, risk-based Training, Testing and Evaluation (TT&E) program
• Develops and executes an internal, tactically focused TT&E plan covering the task-specific (e.g., firefighting, high angle rescue, man-overboard, etc.) activities.
• Coordinates resources to ensure support to the implementation of all PIADC's incident response plans (e.g., Select Agent Incident Response, Facility Response Plan, Bio-containment Medical Evacuation Plan, Maritime Security Plan, Radiological Program Plan, etc.).
• Identifies and trains Local Emergency Coordinators for all continuously occupied buildings.
• Supports facility efforts in maintaining mutual aid agreements, coordinating training events with other agencies, and maintaining positive community public relations.
• Ensures appropriate training programs for Plum Island Fire Brigade.
• Ensures compliance with fire codes.
• Oversees and directs a team of medical responders; ensures ongoing training to support Advanced Life Support credentials and protocols are maintained; ensures prescribed coverage 24/7; and ensures compliance with the Lab Patient Evacuation Plan.
• Oversees the management of applicable controlled substances.

• Bachelor's degree or equivalent experience; 7-9 years

Physical Requirements:
• Assignments may require entry into biocontainment facilities, utility plants, a variety of storage buildings and constructions sites. Work within containment laboratory requires decontamination showers.
• Must be physically able to move freely in environments that are restricted in space, unsteady or otherwise not easily accessible. Ability to climb ladders, and lift to 50 lbs.
• As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving biocontainment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced.
