Job Description
MINIMUM QUALIFICATIONS
Education
- Bachelor's Degree in Engineering or similar field from an ABET-accredited college or university program, with a focus in quality, quality control, quality improvement, industrial engineering, manufacturing engineering or statistical/data analytics.
- In lieu of a Bachelor's Degree , a High School Diploma/GED and 4 years of experience in engineering or related field with a focus in quality, quality control, quality improvement, industrial engineering, manufacturing engineering or statistical/data analytics.
Experience
- A minimum of 10 years of progressive responsibility and experience in a quality/lean, and management field.
Certification/Licensure
- Possession of a current, valid local motor vehicle operator's license issued from the state of residence.
- Ability to acquire and ASQ (American Society of Quality) certification as a QCE (Certified Quality Engineer) within 18 months of hire.
Preferred
- Master's Degree Business/Engineering Management, Engineering, or similar field with a focus in quality, mathematics or data analytics.
- Quality Improvement Associate (CQIA) certification.
- Certification in Lean Six Sigma preferably to at least a Green Belt and more preferably a Black Belt certification.
- Project Management Professional (PMP) certification

SUMMARY
The Quality Assurance, Internal Compliance and Oversight (QICO) Program Manager is responsible for leading organizational quality, performance, efficiency, and cost savings within any of the Authority's oversight activities, or asset groups. The role will effectively promote the implementation of improvement actions, and resolve quality issues within operations and maintenance and manage quality and lean initiatives by leading a diverse team of managers, engineers, quality officers, and inspectors.
ESSENTIAL FUNCTIONS
- Develop, review, and update Business Plans, Quality Assurance Program Plans, Audit Plans, and other quality program documentation.
- Provide guidance and leadership to subordinates in matters of Quality Assurance, Engineering, Operations, and Program Management.
- Partner with internal stakeholders to review action items, findings, recommendations and audit plans, to ensure continuous improvement and safe guard the Authority against undue loss and risk.
- Review and approve audit reports, assessments, and various other internal documentation.
- Execute continuous improvement strategies by translating business objectives into actionable projects.
- Develop and Deliver reports to Senior Management on the status of Quality Assurance initiatives and activities.
OTHER FUNCTIONS
- Communicate QICO's continuous improvement mission, vision, and philosophy and expectations.
- Act as a change agent around continuous quality improvement opportunities.
- Create, maintain, and sustain quality documentation such as such as quality manuals and procedures.
- Perform other duties, responsibilities, special projects and/or assignments may be issued by the manager to meet the broader needs and requirements of WMATA's mission.
- Meet with External Suppliers and Contractors to review program status, and quality issues that affect Authority delivery and performance.
- Communicate QICO's continuous improvement mission, vision, and philosophy and expectations.
- Conduct Pulse Checks to ensure the health of the Quality Management System and the ability of team members to perform assigned tasks efficiently
