Chief Engineer, Assistant - Military Veterans

The Chief Engineer, Assistant will be based at one of two Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position will take ownership of all water purification, water storage, water distribution, and wastewater treatment as well as generators and associated power generation, transmission and distribution equipment. The Chief Engineer, Assistant will be regarded as Amentum's professional authority on all engineering questions related to operations on site and will report to the site Chief Engineer. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.
DUTIES:
- Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
- Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
- Oversee the prime power and water treatment/wastewater treatment programs.
- Supervise and oversee the operations of the water treatment and wastewater treatment plants to include all water quality laboratory, pumping, filtering, piping and control systems.
- Ensure the viability, availability, and safety of water treatment and waste distribution systems.
- Maintain water well operations and water storage systems.
- Manage water treatment waste stream to contractual standards.
- Oversee the:
- Operation, calibration, diagnostics, troubleshooting, and repairs to all mechanical, electrical equipment systems and electrical/pneumatic control systems.
- The preventive maintenance, condition monitoring, repair, installation and modernization of all power generation, transmission, and distribution equipment on site.
- Support of prime power generators made by Caterpillar, Cummins, Perkins, FG Wilson and other manufacturers with outputs ranging from 20 kW up to 1600 kW.
- Operation, calibration, diagnostics, troubleshooting, and repairs to all mechanical, electrical equipment systems and electrical/pneumatic control systems.
- Provide daily guidance and direction to Supervisors, Operators, Mechanics, and Technicians.
- Perform scheduled and unscheduled inspections.
- Report any malfunctions or lack of compliance with Statement of Work (SOW) to the Chief Engineer.
- Assist in developing the Statement of Work (SOW) when requested including diagrams and specifications in compliance with OBO, EPA, OSHA and National Electric Code (NEC) standards.
- Maintain effective, timely, and respectful communication and interaction with the Chief Engineer, other employees, and managers, and support other organizations.
- Perform other administrative tasks including ordering material, inventorying, and scheduling work.
- Support Chief Engineer in managing logistics, stock levels, and workflow processes.
- Collect, analyze, and summarize data for report preparation and submit written reports.
- Maintain the appropriate technical library and record-keeping, which documents all procedures necessary to accomplish assigned responsibilities.
- Be responsible for facility custodianship of work area and management of tools, equipment, and spare parts.
- Take initiative to analyze situations and make frequent technical decisions based on specifications, safety, and electrical codes.
- Evaluate operational effectiveness and develop/maintain effective operational control mechanisms.
- Assume the duties and responsibilities of the Chief Engineer when required.
- Perform additional duties and projects as assigned.
REQUIRED:
Minimum Acceptable Experience Level:
- Three (3) years' experience in operations and maintenance of a water treatment plant, facility, base or municipality, with specific experience in the operation of emergency generator operations, physical plants, building operations and associated life support systems.
- Two (2) years' management experience overseeing large facility preventive maintenance programs supervising a workforce of 15 or more personnel in an overseas setting.
- A high school diploma or GED,
- Technical school or recognized technical training in water treatment,
- Certifications relating to Water Treatment and Wastewater treatment testing operations.
- Knowledge of applicable U.S. Codes and accepted trade practices.
- Knowledge and experience regarding occupational hazards of the electrical and mechanical trades, related safety precautions and considerable skill required for the installation, maintenance and repair of power generation and water/wastewater treatment systems and equipment.
- Good organizational and communication skills with the ability to exercise sound judgment and make decisions independently.
- Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Cross-cultural sensitivity with an international perspective.
- Excellent organizational and time management skills.
- Computer skills, specifically in Microsoft Word and Excel.
- Ability to become an active and functioning member of a team.

- Expert communication skills to facilitate and disseminate information.
- Valid drivers' license from Home of Record.
- Certifications relating to Water Treatment and Wastewater treatment testing operations.
- As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages
Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
Citizenship: Must be eligible for US Government Clearance.
Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.
DESIRED:
- Degree in hydrology, civil engineering, or water resources/management.
- Previous out of home country experience is highly desirable and previous work experience in harsh environmental conditions is a plus.
- Experience with Variable Frequency Drives and PLC controls.
- Experience working with Amentum.
WORKING CONDITIONS:
This position may be located in a war zone in a contingency environment with harsh and dangerous working and living conditions. The employee may be expected to lift and carry 40 pounds of personal protective equipment for extended periods of time; be capable of running, 'duck & cover', during emergencies without putting himself or others at risk; and work a schedule of minimum 6 days per week and 10 hours per day. While performing the duties of this job the employee may regularly be exposed to extreme and austere desert-like environment - during the summer months it can reach 150 degrees Fahrenheit/66 degrees Celsius. Additionally, to ensure that safety, health, and security measures within the contract are met, all employees shall be literate in English (read, write, speak and understand).
