Job Description

The University of Maryland, Baltimore (UMB)'s School of Graduate Studies is seeking applications for a Director of Strategic Partnerships and Advocacy (Director, Health Program) for health-related programs in the Physician Assistant Leadership and Learning Academy (PALLA). This individual will lead PALLA's advocacy efforts, facilitating relationships with health systems, key policymakers, and collaborating with stakeholders to enhance PA education and practice within the state of Maryland and beyond. The individual will provide strategic and operational oversight on partnership development and community engagement activities for PALLA's stakeholders. The individual will report to the Executive Director. PALLA seeks an experienced and innovative leader who possesses exceptional advocacy, communication, and scholarly skills. The successful candidate will support PALLA to fulfill its mission of advancing PA education, research, leadership, and policy. The successful candidate will have a functional title of Director of Partnerships and Advocacy (DPA).

As a community of interprofessional programs, the School of Graduate Studies is at a time of rapid growth in the PA portfolio. The school hosts a well-established PA program dedicated to graduating PAs who serve Maryland from urban to rural areas. UMB School of Graduate Studies is also home to the PA leadership and learning academy and is launching the first Doctor of Medical Science (DMSc) in the state of Maryland and the second DMSc program in a research-intensive institution within the U.S. PALLA is a statewide initiative to advance PA education excellence, leadership, research, and policy. PALLA's faculty fellowship provides PA clinicians with transformational experience and preparation to become part of the PA faculty workforce. PALLA collaborates with all PA programs in Maryland and has recently launched a Preceptor Academy with a vision of advancing excellence in clinical education and precepting. PALLA collaborates with the Maryland Academy of PAs to advance PA education and practice.

Primary Duties

Overseeing PALLA's Strategic Partnerships

  • Develops, manages, and executes PALLA's agenda for strategic partnerships to promote PA education and practice in Maryland. This may include partnerships with health systems, health professional programs, state agencies and professional societies.
  • Provides strategic direction for preceptor and clinical site recruitment needed for PALLA member PA programs. This will include establishing goals, target groups, and desired outcomes.
  • Functions as the lead person for community engagement initiatives at PALLA.
  • Participates in relevant PALLA's fellowship sessions to build the link between clinical and academic communities.
  • Builds and maintains working relationships with key strategic federal and state organizations, and key stakeholders in academia and healthcare.
  • Supports outreach efforts in fostering new partnerships with health systems, with an emphasis on rural and urban areas of Maryland.
  • Maintains strong relationships with current donors and builds a pipeline of new donors of PALLA's fundraising campaigns.
  • Monitors and informs PALLA's stakeholders on developments facing the PA profession.

Overseeing PALLA's Advocacy Agenda
  • Develops, manages, and executes PALLA's advocacy agenda to promote PA education and practice in Maryland.
  • Functions as a liaison between PALLA, and other state or national agencies involved in PA education and practice. Facilitates communications and coordinates activities between PALLA, Maryland Academy of PAs, local health systems, Maryland Area Health Education Centers, etc.
  • Collaborates closely with the Maryland PA programs to ignite student & faculty passion for professional advocacy. Creates opportunities for students to get involved in advocacy.
  • Develops creative and innovative approaches to strategically engage PA programs, and with practicing PAs in the legislative, political, and policy development process.
  • Participates in PA week, Maryland Academy of PAs advocacy activities, PAEA policy summit, and the annual AAPA leadership and advocacy summit.
  • Monitors state and federal legislation regarding PA education and practice.
  • Monitors proposed bills, resolutions, or oversight topics related to PA education and practice and regularly communicates to PALLA's stakeholders.
  • Develops metrics and dashboards to support continuous improvements in PALLA's advocacy, communications, and strategic partnership agenda.

Overseeing PALLA's Communications and Marketing Activities Related to Advocacy
  • Collaborates with the Offices of Communications and Marketing at the School of Graduate Studies and the University in developing and implementing a communication strategy to promote PALLA's offerings through digital communications, social media, newsletters, direct mail, podcast and website hosting.
  • Collaborates with the Offices of Communications and Marketing at the School of Graduate studies to optimize PALLA's social media channels and website to drive significant growth in interest and engagement in PALLA's activities.
  • Supports outreach efforts in recruiting candidates for PALLA's fellowships.
  • Participates in grant writing, fundraising events and implementation activities at PALLA.
  • Represents PALLA at national meetings and conferences.
  • Models and promotes the University of Maryland Baltimore core values.
  • Performs other related duties as assigned by PALLA Executive Director.
Qualifications

Education: Bachelor's degree in a health related field. Master's degree or higher is preferred.
Experience: Five (5) years of experience involving program planning and coordination experience in a related field. Familiarity with PA education and practice is preferred. Experience in health professions advocacy and managerial functions preferred.
Supervisory Experience: Two (2) years experience of overall responsibility for program direction, coordination and implementation.
Certification/Licensure: Licensed as a Physician Assistant/Associate is preferred.
Other: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and/or experience is required only directly related education and/or experience may be substituted.

Proficient in Microsoft Office Suite programs. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Strong interpersonal abilities with excellent verbal and written communication skills to effectively communicate with students, staff, faculty, preceptors, and organizational administrators. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management. Ability to demonstrate, understand, apply, and adhere to the UMB Core Values of Respect and Integrity, Well-being and Sustainability, Equity and Justice, and Innovation and Discovery.
  • Familiarity with social media communication and marketing. A strategic thinker with strong analytical, problem solving, and project management skills. Demonstrated self-starter with excellent organizational skills. Ability to support scholarly activities. Ability to travel within and outside the state of Maryland.


Hiring Range: $124,000 - $138,000, commensurate with education and experience.
