Management Analyst 2, Cost of Service Model (CoSM)

Work Location: Washington, DC

Kwaan Tech is seeking a highly qualified Management Analyst 2 CoSM to join our team in support of the Department of State (DOS) Bureau of Consular Affairs (CA), Office of the Comptroller (C), Strategic Planning and Policy Division (SPPD). The Management Analyst 2 CoSM will lead the development and execution of the Bureau's Cost-of-Service Model (CoSM) and survey-based data collection initiatives and provide expert advice and recommendations for the CA CoSM, cost-setting policy CA/C, and topics relevant to Consular Overseas Data Collection Survey (CODaC). The ideal candidate will possess strong expertise in survey design, data analysis, and cost modeling, with experience using tools like Excel, statistical software, and platforms such as Qualtrics or WordPress for survey development. This position is responsible for executing sampling techniques, collecting and analyzing data, and collaborating with stakeholders to refine methodologies and ensure accurate CoSM inputs. Strong communication skills, attention to detail, and the ability to deliver cost-setting recommendations and comprehensive reports are essential to guide strategic resource planning and policy decisions effectively. This position requires an Active Secret Security Clearance.

Core Duties:

  • Provide Subject Matter Expertise (SME) for CoSM, CA/C, and other CA initiatives
  • Design, write, and program surveys into software tools (e.g., WordPress, Qualtrics, etc.)
  • Execute sampling methodology and develop sampling techniques
  • Develop comprehensive and ad-hoc targeted surveys to answer business needs
  • Oversee data collection
  • Conduct outreach to respondents and answer questions about the survey and methodology
  • Conduct analysis on quantitative and qualitative response data
  • Seek feedback from the respondents on questions and methodology, and revise and document findings as appropriate
  • Transform survey response data into CoSM inputs
  • Attend meetings and provide input associated with CODaC
  • Participate in formulating reports of CoSM results and other documentation for evaluations, audits, and recommendations
  • Maintain CODaC and CoSM Standard Operating Procedures (SOPs) to ensure continuity
  • Other duties as required by the team and/or assigned by CA/C leadership

Requirements and Qualifications :
  • Bachelor's Degree in business, statistics, or other related field and at least two (2) years of experience with surveying, experience research, consulting, data analytics, or survey methodology
  • Excellent verbal and written skills
  • Must possess a customer service approach, to include but not limited to people-first attitude, problem-solving, and maintaining the highest standards of personal/professional ethics
  • Proficient in the use of Microsoft applications (e.g., MS Word, PowerPoint, etc.)
  • Expert in the use of Excel and other statistical software analysis packages for modeling
  • Primary surveying experience, including both quantitative and qualitative design and analysis skills
  • Experience in designing and developing WordPress plugins and themes
  • Experience with server-side technology, including PHP and Python
  • Ability dynamic prototypes, interactions, and animations using CSS and JavaScript
  • Experience with survey software platforms, such as Qualtrics, Confirmit, and Dapresy
  • Maintain professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule, and conduct studies and analyses of management functions or programs
  • Must possess and maintain an Active Secret Security Clearance
  • Must be a U.S. citizen with a valid U.S. passport
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
