The Acquisition Services Management Division (ASM) is seeking a highly motivated Procurement Specialist 1 for the ASM Mission Operations (ASM-MO) Group to support important national security missions at LANL. Our primary core functions support all LANL procurement activities and include groups dedicated to defense protection, information technology, and facilities and operations.
The Procurement Specialist 1 will report to the ASM-MO Group Leader and will have the responsibility, authority, and accountability to execute work that supports program milestones and deliverables while setting the standards for professional behavior and operational effectiveness. The Procurement Specialist 1 is an entry-level professional, responsible for learning and implementing compliant solicitation, award, administration, and closeout actions for simplified acquisitions through purchase orders and subcontracts for specialized materials, equipment, and services within established policies and procedures.
Key Responsibilities include but are not limited to:
- Analyzes subcontract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and LANL procurement policies and procedures.
- Responsible for simple fixed price purchase orders and subcontract formation and management, including soliciting, negotiating, and administering for commercial goods and services.
- Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes.
What You Need
Minimum Job Requirements:
Knowledge and Expertise: Demonstrated potential to form, award, and administer simple, up to $2M fixed price subcontract, including preparing, reviewing, soliciting, negotiating, administering, and enforcing subcontracts for materials, equipment, and services.
Accountability: Demonstrated potential to work with confidential or proprietary information, classified documents or sensitive information. Demonstrated potential to exercise procurement/signature authority on behalf of an organization for up to $50,000.
Communication: Demonstrated ability to collaborate actively as a member of integrated project teams (IPTs) to provide relevant expertise for developing acquisition strategies, project-specific acquisition plans, statements of work, proposal evaluation factors, negotiation plans, and ensure subcontract compliance. Demonstrated effective written and oral communication effective interpersonal skills and demonstrated ability to interact with all levels of LANL stakeholders, subcontractors, and suppliers.
Education/Experience: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted government contracting officer or contract specialist.
- Current or recent acquisition and procurement experience supporting facilities, operations, or defense programs.
- Completion of an accredited acquisition, procurement, or purchasing certification program, such as those offered by:
- National Contact Management Association (NCMA);
- Institute for Supply Chain Management (ISM);
- Chartered Institute for Procurement & Supply (CIPS).
- Active DOE "Q" clearance.
- Experience working with SAP Ariba.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
