What You Will Do

The Earth & Environmental Sciences Division (EES) is looking for a dedicated professional to join our management team as Staff Operations Manager 3 (SOM 3). In this position, the successful candidate will become a valued member of EES and assist in meeting our mission to provide multidisciplinary Earth science solutions to complex problems in Global Security, Sustainable Energy, and Earth System Science. The primary focus of this role is to oversee the business and administrative functions at the group and division level, ensuring that the organization is operating efficiently while complying with applicable policies and practices of the Laboratory. To achieve this, the SOM 3 will serve as a key member of the EES Division management team and be responsible for planning, coordinating, and directing the successful execution of administrative, operational, and programmatic support activities. #ees, #ees-staff
Specific roles and responsibilities include:

  • Serve as a key advisor to management on business, operational, personnel, and/or programmatic activities and initiatives.
  • Participate in and/or lead strategic planning, strategic staffing, organizational operations, and administrative activities.
  • Research, develop, provide recommendations, and implement systems, processes, policies, and procedures important to the Division.
  • Partner with the ALD SOMs to ensure standard implementation of institutional and directorate level policies, plans, and business practices.
  • Serve as a mentor to the administrative staff within the division, including the management of administrative and/or operational support and professional staff.

What You Need

Minimum Job Requirements:
  • Experience taking initiative and working to resolve complex issues in a manner that fosters institutional values, staff productivity, and customer satisfaction, commitment to excellence in operations, staff relations, and customer relationship management.
  • Extensive experience organizing complex, multi-tasked projects through prioritization and teaming with others and gaining consensus.
  • Demonstrated experience taking ownership of multiple and conflicting issues and tasks in a manner that fosters institutional values, staff productivity, customer satisfaction, and buy-in and work effectively with all levels of internal and external personnel.
  • Expert-level experience in developing and implementing process improvements to meet high-level, complex operational and business needs.
  • Excellent interpersonal, verbal and written communication skills; demonstrated ability to interact, build and maintain positive, effective relationships with all levels of staff and stakeholders, and demonstrated active listening abilities that enable effective problem solving and teaming.
  • The ability to obtain a "Q" clearance which typically requires U.S. citizenship
Education/Experience: A bachelor's degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Proficiency in multiple laboratory-wide business systems to include Oracle, Time and Labor, Concur, iProcurement, ECHO Database, OBI Reports, Ariba, Performance Management and computer software applications (e.g. Microsoft Office Suite).
  • Strong understanding of space management and office utilization.
  • Advanced knowledge of laboratory requirements for document and records management.
  • Advanced knowledge of the Laboratory's organizational structure, policy and procedure governance and implementation.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
