Department Summary

Ranked among the top ten research libraries in the U.S., the UCLA Library system is a campus-wide network of libraries serving programs of study and research in many fields. Its principal components are Charles E. Young Research Library (YRL), Powell Library, Louise M. Darling Biomedical Library, Science and Engineering Library, Rosenfeld Management Library, Arts Library, East Asian Library, Music Library, and Special Collections. YRL primarily serves faculty & graduate students in the humanities & social sciences, the Graduate School of Education & Information Studies, and the UCLA Luskin School of Public Affairs. The Powell Library has collections & services specially developed to meet the instructional & informational needs of undergraduates. The Biomedical Library serves the Center for Health Sciences, the Ronald Reagan UCLA Medical Center, & the Schools of Medicine, Nursing, Dentistry, & Public Health & the Life Sciences divisions of the College of Letters & Sciences. Subject libraries in arts, management, music, science & engineering, & East Asian studies meet the research & instructional needs of students & faculty in a variety of disciplines. The collections of the UCLA Library encompass more than 12 million volumes as well as significant collections of archives, digital resources, multimedia materials, technical reports, government publications, manuscripts, maps, microforms, oral history transcripts, photographs, and other scholarly resources. At the UC system level, the UCLA Library plays a leadership role in a number of system-wide initiatives.
Position Summary

Under the direction of the University Librarian, the Senior Advisor, Library Policy and Legal Affairs develops, advises upon, and leads collections management and access standards and policies at UCLA Library in consultation with library and campus-wide stakeholders. The Senior Advisor is responsible for coordinating and referring library legal matters to managing counsel, UCLA and Office of the General Counsel University of California. The Senior Advisor oversees complex, cross-departmental efforts and activities that implicate intellectual property and related issues -- such as copyright, privacy, publicity, acquisition terms and conditions and licenses - and formulates and administers policies, programs and initiatives relating to rights management for the benefit of the UCLA community with critical campus-wide and system-wide impact. The Senior Advisor shares leadership accountability for the stewardship of Library resources and the development of systems and procedures to protect UCLA assets. The Senior Advisor manages legal risk mitigation for several areas of functional responsibility, having overall responsibility for the success of the programs and initiatives they develop and execute. The Senior Advisor leverages highly-specialized legal and library knowledge to provide guidance to the University Librarian, Associate University Librarians and other senior leaders and managers. The Senior Advisor is responsible for advising on short and long-term strategic decisions at the University Library, specifically: Advising on UCLA Library's preservation and access policies and processes; Guiding UCLA Library's preservation and access activities that implicate intellectual property and related issues, such as copyright, privacy, publicity, acquisition terms and conditions and licenses; Developing programs and initiatives relating to rights management for the benefit of the UCLA community; Proposing and leading efforts and initiatives addressing issues related to cultural patrimony and repatriation; Guiding the development of workflows that implement policies and procedures to mitigate legal risk; Developing overall risk assessments and mitigation of intellectual property and other legal risks for UCLA Library in consultation with Managing Counsel, UCLA and Office of the General Counsel, UC; As a thought leader on intellectual property matters relating to the management of cultural heritage collections, represent UCLA Library nationally and internationally from time to time. Additionally, the Senior Advisor will supervise 2-3 FTE and interns.

Salary & Compensation

*UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Salary offers at the top of the range are not common. Qualifications

  • 15 Experience in relevant roles providing expert-level legal advice and leadership. (Required)
  • Demonstrated significant experience in library and archival collections management practices related to preservation and access. (Required)
  • Demonstrated significant experience managing intellectual property and cultural property issues in libraries or archives, including in contracts negotiation and drafting. (Required)
  • Deep expertise in U.S. Copyright Act, pre & post 1976 w/a strong understanding of national & international trends in copyright legislation & their impact on the practices of cultural heritage inst. (Required)
  • Significant experience with digital rights management practices. (Preferred)
  • Experience in institutional reorganization and strategic planning. (Preferred)
  • Understanding of intellectual property law, with a primary focus on technology law, trademark, copyright, and fair use within a cultural heritage context. (Required)
  • Competency in researching, writing, editorial, and proofing skills. (Required)
  • Demonstrated ability in training and public speaking. (Required)
  • Excellent communication and interpersonal skills. (Required)
  • Project management and organization skills. (Required)
  • Ability to manage multiple projects simultaneously while working both independently and cooperatively with cross-departmental and cross-university team. (Required)
  • Advanced professional and / or highly specialized functional subject area knowledge, which may be acquired through considerable library experience, specialized training, or relevant academic preparation. (Required)
  • Strong management, supervisory and organizational leadership skills. (Required)
  • Ability to conduct short and long-term planning. (Required)
  • Proven ability to maintain confidentiality and exercise utmost discretion and tact when handling sensitive or potentially sensitive issues. (Required)
  • In depth abilities in collaboration, facilitation, and strategic and creative thinking. (Required)
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite (or similar programs); and knowledge of collections management and digital asset management systems. (Preferred)

  • Education, Licenses, Certifications & Personal Affiliations

  • Bachelor's Degree in related area and/or equivalent experience/training (Required)
  • Master's Degree Equivalent combination of relevant advanced degree (s) and related training or experience in library , archive and museums intellectual property law. (Preferred)
  • Juris Doctor (JD) Degree Master of Jurisprudence or Juris Doctorate from an accredited law school (Preferred)

  • 10% International Travel (10%-15%)
  • 20% Domestic Travel (subject to needs of the Library)
