What You Will Do Los Alamos National Laboratory (LANL) Nevada Programs Office (NPO) is seeking an experienced leader to serve as the LANL Joint Laboratory Office Nevada (JLON) Infrastructure Program Manager (IPM). Reporting to the JLON Manager, the IPM will interface with the Nevada National Security Site (NNSS) Management and Operations (M&O) Contractor's Facility and Functional Managers (FMs) and Nuclear Weapons Laboratories (NWLs), LANL and Lawrence Livermore National Laboratory (LLNL) line and program organizations that conduct experimental programmatic work at the NNSS facilities. The IPM provides program and project management support of the day-to-day delivery of infrastructure investments to support mission accomplishment including developing, implementing and evaluating program policies, procedures and standards; determining infrastructure program service levels and enhancements; developing and monitoring program budgets; providing advice and/or supervision to staff, other departments, and assures related infrastructure projects are performed in a safe, secure, compliant, and cost-effective manner to support best-in-class project delivery.
This position will be filled at either the Program Manager 2 or Program Manager 3 level depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Job Duties

Program Manager 2 $83,900-136,600

Program Manager 2 (non-technical) provides support of the day-to-day administrative/operational management of activities and functions in JLON, including contributing to the development, implementation and evaluation of program policies, procedures and standards; determining program service levels and enhancements; assists with the development of and monitoring program budgets; providing advice and/or supervision of work to staff, other departments, and performs related work as required. This role includes the following job duties:

  • Manage scope, budget, and scheduling of small LANL infrastructure projects at the NNSS and monitor execution progress through project completion.
  • Interface with LANL and LLNL operations and project leads to maintain the JLON Integrated Schedule and manage deconfliction of required JLON resources; and develop and maintain a JLON Operations Schedule.
  • Assist in the negotiations, development, and monitoring of the JLON budget, suballocations, and service contracts with LANL organizations and NNSS; prepares, submits, and justifies budget enhancement requests to the JLON Manager.
  • Develop JLON procedures, reports, briefings, and other materials as needed.
  • Monitor day-to-day operations to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively.
  • Monitor and stay abreast of technological, legal and operational changes that affect the activities and work processes of JLON; makes recommendations for and carry out improvements to the program to meet changing mission parameters and requirements.
  • Confer with and represent JLON in meetings with other Laboratory organizations, LLNL, and NNSS; foster collaborative working relationships to the benefit of JLON as needed.

Additional Job duties at the higher level include:
  • Provide leadership, vision, and strategic and tactical planning for execution of assigned projects and tasks within JLON; may supervise staff.
  • Negotiate with the mid-level internal and/or external customers and define work scope, schedules, budgets, and funding for operational and/or programmatic work, priorities, and performance milestones.
  • Identify upcoming strategic shifts of relevance to JLON and seek to position resources for opportunities and actions needed to address future customer needs.
  • Identify potential portfolio risks, develop risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the assigned portfolio.

Knowledge and Experience:

Knowledge and experience in program management of operational and infrastructure project work, including defining program work scope, budgets, schedules, priorities, performance milestones, and status reporting. You must have good organizational and time management skills to work on multiple activities and projects.

Program Management and Leadership:

Experience leading and managing programs, including success at project development, planning, advocacy, resource allocation, project management and execution, tracking, reporting, and customer interactions. Ability to set priorities and proven strength in decision making. Experience handling difficult and sensitive situations, using sound, independent judgement within general policy and legal guidelines.

Teamwork/Collaboration:

Demonstrated experience in collaboration and teamwork. Ability to build, maintain, and strengthen internal relationships and effectively cultivate a team culture across multidiscipline organizations.

Communication:

Effective interpersonal and communication skills as evidenced by successful internal and external interactions through clear, concise and informative briefings, reports, correspondence and other written materials. Demonstrated evidence of building stakeholder confidence and strengthening relationships through effective communications and timely submission of quality and comprehensive deliverables and taskings.

Knowledge and Experience:

Extensive knowledge in program management for operational and infrastructure projects, including scope, budget, scheduling, prioritization, and status reporting. Proven ability to manage complex tasks efficiently within tight deadlines, demonstrating strong organizational and time management skills.

Program Management and Leadership:

Proven expertise in leading large-scale programs, including strategic planning, resource management, execution, and customer engagement. Skilled in developing and implementing strategic vision, supervising staff, and handling complex, sensitive situations with sound judgment within policy and legal frameworks. Demonstrated success in project management, from development to reporting and tracking.

Teamwork/Collaboration:

Proven expertise in fostering collaboration and cultivating high-performing teams. Adept at establishing, nurturing, and strengthening internal relationships while fostering a cohesive team culture across diverse, multidisciplinary organizations.

Communication:

Exceptional communication skills with senior management and stakeholders, demonstrated through clear, impactful briefings, presentations, and reports. Proven ability to build trust and strengthen relationships by delivering high-quality, timely, and comprehensive deliverables.




Education/Experience at Program Manager 2:

Position requires a bachelor's degree from an accredited institution and 5 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level Program Manager 3:

Position requires a bachelor's degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Desired Qualifications:

  • Formal project/program management training or certification (i.e., Project Management Professional)
  • Strong program or project management experience managing small and large infrastructure projects
  • Knowledge of JLON's mission and working familiarity of the NNSS facilities
  • Experience working across the National Security Enterprise (NSE) sites to meet mission objectives
  • Knowledge of LANL Institutional policies and procedures
  • Active Q clearance and HRP
Work Environment:

Work Location : This position is onsite and physically located in Nevada, LANL Duty Station DOE-Mercury. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Where You Will Work

This position has a permanent duty station at the Nevada National Security Site (NNSS) located in Mercury, Nevada, approximately 60 miles north of Las Vegas, NV. The selected candidate will be expected to relocate to Nevada within 6 months of start date.Extensions to the relocation timeline may be submitted to the hiring manager for consideration. All work locations are at the discretion of management.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances.Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances.See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
