Sr. Director, Train Control Engineering

Join us in making transit history! Metros Communications and Signaling department is searching for a Sr. Director to join our engineering team. The Sr. Director is responsible for planning, directing, overseeing, and coordinating an effective, well-integrated signal engineering team relating to the automatic train control (ATC) system and equipment. This role will oversee engineering teams responsible for developing design criteria and standards, facilitating the structuring of strategic State of Good Repair programs, and leading design activities for Metro internal customers. The Sr. Director will work in collaboration with the Communications and Signaling maintenance and capital construction teams, as well as senior managers from across Metro's organization. The ideal candidate will excel in developing short- and long-term solutions to engineering challenges including the new requirements of the Next Generation Train Control system. The candidate will be responsible for leading staff, and producing executive level reports for review, all while maintaining strong interdepartmental relationships. Minimum Qualifications:

Education

Bachelors Degree in Engineering, Computer Science or a related field

In lieu of a Bachelors Degree, a High School Diploma or GED and four (4) years of experience in engineering management, and contract oversight for an Automatic Train Control engineering program, in addition to the experience stated below, will be considered.

Experience

Ten (10) years of progressively responsible engineering management, analysis, and/or technical oversight experience for an Automatic Train Control Engineering program, including:

At least five (5) years in a supervisory management capacity

Experience within a passenger railroad or transit environment

Experience interfacing with Federal oversight authorities, elected officials, and other high-level officials

Experience directing both subordinate staff and consultants

Certification/Licensure

Roadway Worker Protection Certification, Level 2, within six (6) months of hire

Valid Drivers License

Preferred

PE License

Masters Degree in Engineering

In accordance with the Washington Metropolitan Area Transit Authoritys Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:

The Senior Director Train Control Engineering plans, directs, oversees, and coordinates an effective, well-integrated, and comprehensive engineering, systems, and network program pertaining to automatic train control (ATC) and related systems and equipment. Leads the development, revision, and implementation of engineering policies, procedures, and standards and ensures compliance with various legal, safety, and other requirements, for Signaling Systems including new requirements of Next Generation Train Control. Directs, oversees, and monitors engineering activities of consultants to ensure fulfillment of contract specifications, timetables, budgets, and other conditions and interfaces with various executive and senior-level staff of various regulatory agencies and partnering and/or intersecting organizations. In addition, the incumbent directs and oversees the development and implementation of maintenance and testing practices required by WMATA, including the anticipated requirements for design, implementation and operation of Computer Based Train Control (CBTC) systems, and outside regulatory agencies and ensures compliance of the Systems Maintenance function to all prescribed testing and maintenance practices.

ESSENTIAL FUNCTIONS

· A dvises WMATA Executive Management Team and other stakeholders on engineering and program management of capital improvement initiatives, relative to Train Control (Signaling Systems). Collaborates closely with WMATA RAIL operations leadership on all aspects of Train Control to ensure requirements for safe operation are observed and continuously addressed.

· Evaluates project conformance to overall goals and ensures achievement of technical engineering requirements, while also balancing non-technical project requirements and goals. Directs the engineering staff, contractors, and/or inspectors in civil, mechanical, electrical, electronic, environmental, and/or industrial engineering tasks as related to automatic train control to include work schedules, budgets, expenditures and resource allocation required for the effective and efficient operation, maintenance and construction of ATC and related systems and equipment.

· Determines the Engineering work needed and directs the effective planning, development and utilization of engineering and design resources to support preliminary and final design, construction and equipment procurement for major segments of WMATAs expansion and modernization program. Maintains, and develops additional, in-house capability for design and analysis of modifications, emergency repairs, assessments of existing facilities, and coordinates in-house designs and analyses with internal customers. Maintains the existing system in a state of good repair and upgrade and improves the system as required by stakeholders to support safety and reliability of revenue operations and customer service.

· Oversees the preparation and subsequent monitoring of department budget to ensure funding of design, implementation and support of future Next Generation Train Control systems while maintaining funding for resolution of design and functional issues in real time of current systems. As department director is point of contact for Metros internal and external functions pertaining to Automatic Train Control and related signaling and electrical systems and equipment.

· Develops and implements intermediate and final integration plans for anticipated Computer Based Train Control (CBTC) systems and developing the ATCE departments capacity to support future program testing, integration and commissioning, and maintenance. Prepares and directs the preparation of clear, technically sound, accurate, and informative statistical, financial, progress, and other reports. Prepares executive correspondence. Ensures proper planning, allocation and accountability of funding for programs and projects assigned to the ATCE team.

· Leads development and management of configuration of WMATAs Train Control systems and equipment. Ensures effective and timely resolution of issues and is on-call on a 24/7/365 basis to address conditions that arise in revenue operating, and non-revenue maintenance, and construction settings.

· Overseas the maintenance, and is deeply knowledgeable of all ATC specific documents, record drawings, maintenance procedures, inspection and test records, performance data, and other related documents to ensure proper documentation as needed to support ATC functions. Ensures that department personnel have the knowledge, training and resources needed to address the needs of the Automatic Train Control system.

· Manages ATCE departments effective interactions with Metros engineering, maintenance and operations teams and works closely with the Systems Maintenance, Rail Vehicle Engineering, Information Technology, Track Maintenance, and Safety functions to ensure full cooperation and understanding of initiatives.

· Directs and supervises subordinate staff to include recommending applicant selection, disciplinary actions and resolutions of grievances, assigning duties, directing work, approving leave requests and time sheets, and ensuring appropriate staff training is provided.
