Lead Compliance Officer - Technology Change Management Oversight - Military Veterans

In this role, you will:

  • Provide oversight and monitoring of CIB risk-based compliance programs
  • Build and maintain compliance risk expertise applicable to CIB
  • Lead assessment, identification and mitigation of regulatory compliance risk in technology change initiatives. Engage with Business, Change Management, Technology, and Risk stakeholders to understand business requirements and technology change initiatives, assess and advise on regulatory compliance implications, and challenge technology change implementation, including User Acceptance Testing (UAT) design and results.
  • Provide Compliance coverage as Lead BACO for assigned Risk Assessable Units (RAUs) in CIB business lines. Become knowledgeable in all aspects of the compliance risk program for assigned RAUs, including risks, applicable regulations (Major Compliance Requirements), controls, Key Risk Indicators (KRIs), applicable issues and associated corrective actions, and results of testing and Audit engagements. Design and execute Compliance monitoring activities applicable to Major Compliance Evaluations (MREs). Advise and challenge the business, driving to constantly improve the RAU's compliance risk posture.
  • Provide clear, concise, executive-level summaries of activities, verbally and in writing.
  • Proactively engage business, Control Management, and independent risk colleagues to effectively support compliance risk management activities.
  • Consult for projects and initiatives with moderate to high risk, over multiple business lines within CIB, including international regions
  • Establish, implement and maintain risk standards and programs to drive compliance with federal, state, and international legal, regulatory and Corporate Policy requirements
  • Oversee the Front Line's execution and challenge appropriately on compliance risk
  • Advise the business on regulatory compliance matters, including regulatory change; provide direction to the business on developing corrective action plans
  • Report findings and make recommendations to management and appropriate committees
  • Identify and recommend opportunities for process improvement and risk control development
  • Receive direction from leaders and exercise independent judgment while developing the knowledge to understand function, policies, procedures, and compliance requirements
  • Monitor the reporting, escalation, and timely remediation of issues, deficiencies or regulatory matters regarding compliance risk
  • Make decisions and resolve issues to meet business objectives
  • Interpret policies, procedures, and compliance requirements
  • Collaborate and consult with peers, colleagues and managers to resolve issues and achieve goals
  • Work with complex business units, rules and regulations on moderate to high-risk compliance matters
  • Interface with Audit, Legal, external agencies, and regulatory bodies on risk related topics


Required Qualifications, US:
  • 5+ years of Compliance experience, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education


Desired Qualifications:
  • Knowledge of SEC/FINRA/MSRB and CFTC/NFA regulations applicable to the regulated entities in CIB, including broker dealers, swap dealer, futures commission merchant, security-based swap dealer, and municipal products dealer
  • Experience in a technology-adjacent or technology support role, such as control management or risk management for technology or technology change initiatives; experience with data validation, control design, UAT testing, or operational risk related to technology
  • Highly self-motivated and self-directed
  • Compliance or Business experience in regulated entities
  • FINRA license (active or lapsed)
  • Experience managing a regulatory program, assessing and articulating regulatory risk and influencing business and IRM partners


Job Expectations:
  • This position is subject to FINRA Background Screening Requirements, including successful completion and clearing of a background check. Internal transfers are subject to comply with 17 CFR 240.17f-2 of the Securities Exchange Act of 1934 and FINRA Bylaws, Article III, Section 3, which states that Associated Persons should not be subject to statutory disqualification. Successful candidates must also meet ongoing regulatory requirements including additional screening and are required to report certain incidents.
