Job Title: Quality Assurance Specialist Supervisor (Public Health)
Job Description
The Quality Assurance (QA) Specialist Supervisor provides technical assistance to the Division of Health at a federal agency. The Division oversees health (medical, mental health and dental) and public health services for underserved populations, working with a network of federally funded care provider programs, healthcare providers, and federal, state, and local public health officials.
The incumbent will work with a team of healthcare and public health professionals. Primary duties include ensuring data quality standards; performing quality assurance and improvement activities to ensure alignment with health policies and procedures, utilizing data from health systems to identify and provide technical assistance; and providing training and technical assistance to care provider programs.
Responsibilities (may vary within the assigned team):
Monitor the performance of care provider programs' provision of healthcare services through a combination of performance data reviews, record auditing, site visits, and report development.
Conduct trainings for care provider programs on the agency's health record system, health-related topics identified by DHUC, health-related requirements, and other policies and guidance.
Manage the Division mailbox on a rotational basis; triage or respond to care provider program inquiries about health services and public health follow-up.
Work with field, headquarter and Division staff to onboard new care provider programs and trouble shoot and resolve health related issues with care provider programs.
Assist with data collection efforts including development and maintenance of data collection tools and systems, data entry, and data cleaning.
In collaboration with federal staff/external stakeholders, support program capacity building, including but not limited to development of health-related policy, guidance, tools/resources, and standard operating procedures (SOPs).
Provide support to and act as a liaison for care provider programs and federal staff for children with complex medical or mental health needs that may require specialized care.
Submit ongoing activity reports to the Division to include significant accomplishments, programmatic issues/concerns, special cases weekly review, and workload activity. Other activity reports or data for financial review or research purposes may be requested by the division, as necessary.
Participate in regular staff meetings, disease case review, conferences, and events, as required.
Conduct site visits for monitoring, training, or to provide technical assistance.
Performance Management and Onboarding:
o Monitor and support the progress of individual team members on an ongoing basis to ensure that the team is supported and meeting the customer's deadlines.
o Provide updates and new guidance to the team as needed per Division requirements.
o Provide technical assistance and training to team members as needed.
o Monitor program areas being supported by GDIT staff and provide suggestions on process improvement when applicable.
o Provide oversight of the quality of work and deliverables to the customer.
o Monitor staff performance, providing additional training and feedback as needed.
o Complete Performance Improvement Plans (PIPs) as necessary.
o Complete annual performance evaluations and monitor staff's progress towards annual goals.
o Prepare monthly summary reports of GDIT team activities and accomplishments.
o Review and approve timecards, AWS requests, scheduled telecommuting requests, leave requests, and expense reports as applicable.
Education and Experience
Master's degree in public health or related degree with at least 3 years of relevant experience preferably in a public health setting, other government agency, or health care setting, and demonstrated experience working on migrant or refugee health.
Additional requirements:
Must have the ability to analyze public health and health services data/issues and recommend timely and effective solutions.
Must be proficient in MS Excel, Word, and PowerPoint.
Must be able to plan and organize her/his own workload.
Must have demonstrated experience in providing training or technical assistance on health- related content.
Must have demonstrated experience writing SOPs, guidance, or health-related policies.
Must have excellent verbal and written communication skills.
Must be able to work during core business hours defined as 9:30am to 3:00pm ET but starting no later than 9:30am. Based on supervisory approval, staff may start as early as 6:00am ET or end the workday as late as 6:00pm ET depending on their start time.
Staff may be required to come into the office.
This position requires a Public Trust background investigation.
Must be willing to travel to conduct site visits up to 20%.

The likely salary range for this position is $89,250 - $120,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
