Job Title: Alternate Site Manager
Purpose and Scope:
Alternate Site Manager (ASM) shall have full authority to act for the Contractor relating to daily contract operation in the absence of the SM. When both the SM and ASM are available on site, the ASM shall act as a deputy SM to assist with the overall management of the TO. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
- Coordinates and oversees the day-to-day operations, maintenance, personnel, and services at assigned location ensuring quality to the customer.
- Meet Contractor's work requirements, including scheduling of personnel, work supervision, and quality control.
- Manage all day-to-day operations; to participate in long-range planning; and to assist the Ascension Base Commander (Det 2 CC) in representing the USG, the U.S. Air Force and the U.S. Space Force with the host nation and local community.
- Manages basic support services and accompanying labor force for assigned location.
- Manages a team of U.S. nationals, Other Country Nationals (OCNs), and Local Nationals (LNs).
- Communicate new requirements, concerns, and issues to PMO for resolution.
- Ensure that requirements are met for employee health, morale, and welfare.
- Ensure that employees adhere the Armed Forces and host nation standards of conduct concerning in-theater operations.
- Effectively manage any employee management issues that may arise.
- Closely supervises equipment and material within assigned area of responsibility.
- Closely supervises the arrival, retrofit, and upgrade of equipment and material as assigned.
- Submits timely reports required by the United States Government.
- Be available within 4 hours to meet on the installation with Government personnel to discuss problem areas.
Minimum Position Knowledge, Skills and Abilities Required:
- The ASM shall be a USN and have at least two (2) years of experience as an alternate site manager, and a minimum of six (6) years of experience related to the requirements and qualifications necessary to manage and perform the tasks outlined in this PWS.
- High school diploma or equivalent.
- Demonstrated proficiency in Microsoft Office applications.
- Organizational skills, computer literacy, and demonstrated expertise of research methodologies.
- Shall be knowledgeable and supervise all aspects of assignment of qualified personnel, scheduling workload, developing programs and procedures to satisfy customer requirements, coordinating with on-base support, preparing official correspondence, evaluating improvement suggestions, and knowledge of chain of command and protocol.
- Compliance with fire, safety, and environmental protection requirements.
- Willingness to travel and work in various locations.
- Willingness to work shifts and extended hours in support of 24/7 operations.
- Ability to exercise discretion and make effective decisions.
- Solid communications skills, strong interpersonal skills.
- Strong ability to work and lead as a member of a diverse, dynamic team.
- Outstanding problem-solving skills and sound judgment.
- Possess a valid state issued driver's license and passport.
- Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
- Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
- Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
- Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
- Able to lift, carry, and push supplies and boxes up to 50 pounds.
- The ASM shall be located at Ascension Island, and must be available, physically or remotely, during emergencies with the authority to direct contract personnel in the absence of the SM.
- Living and working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions.
- Personnel should be aware of moving on short notice and under adverse conditions.
- Ability to travel domestically and internationally.
