Program Analyst (Regional Emergency Planner) - Military Veterans

Summary This position serves as the primary point of contact for emergency planning and coordination within the Federal Aviation Administration (FAA) Great Lakes Region, Office of Policy, Internal Affairs and Environment (APL), Office of National Engagement and Regional Administration (ARA). The position reports directly to the Deputy Regional Administrator. Responsibilities The Emergency Planner is responsible for the Regional Emergency Operations and Continuity of Operations plans and coordinates regional lines of business (LOB)/staff offices (SO) efforts during emergencies both man-made and natural. Incumbent establishes and maintains Regional Continuity of Operations (COOP) program to include COOP planning, Reconstitution planning, Devolution planning and Emergency Operations planning; as well as test, training and exercise requirements. Supports the development and maintenance of Regional Occupant Emergency Planning (OEP) efforts, to include the participation in developing and conducting test, training and exercise events. Serves as the Communications Security (COMSEC) Responsible Official (CRO) or alternate to ensure secure communication systems meet all requirements outlined in applicable DHS and FAA Orders. Supports the regional Crisis Response Steering Group (CRSG) and leads the regional Crisis Response Working Group (CRWG) during all events. Identifies annual travel, space, supplies and equipment requirements for ARA support of emergency operations to ensure that emergency plans can be executed. Coordinates, as needed, with federal, state and local entities before, during and after an emergency to facilitate FAA's preparedness, response and recovery. Participates in federal, state, and local emergency planning efforts and applicable exercises. Provides emergency planning and COOP program guidance and support to regional lines of business (LOB)/staff offices (SO). Should be familiar with and understand operation center procedures and policies. Must understand ROC operations and may provide backup support to ROC team(s). Supports Emergency Operating Facility (EOF) duties. The incumbent's communication, analysis, and collaboration skills may support other regional programs and functions, as needed. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes- Familiarity with emergency communication tools (such as HSDN, STE, Satellite phones, radios, etc.) and proper handling procedures for receiving, transmitting, and storing classified information.
