Summary The employee serves as an Information Technology Specialist in the Air Traffic Safety Oversight Service (AOV). Responsible for implementing, conducting, auditing, and directing activities required to achieve AOV goals. Responsibilities The Information Technology (IT) Specialist performs multiple, varying and complex assignments under the minimal direction of a manager, project manager, team leader, or more experienced technical specialist. Applies experience and comprehensive knowledge of information technology (IT) project management principles, methods, and practices, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Leads, coordinates, communicates, and integrates IT projects, ensuring alignment with agency priorities. The work includes project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations. As the IT Project Manager, has direct responsibility for project management to plan, coordinate, and conduct projects and studies. Defines, organizes, and assigns resources to accomplish organizational objectives. Identifies customers’ information systems requirements, and analyzes information systems requirements or environment. Allocates resources to accomplish large work activities within established schedules. conducts analytical studies, cost-benefits analyses, and researches. Monitors the conceptualization and detailed design of custom IT applications, to ensure applications maximize the reuse of secure IT Federal Aviation Administration (FAA) enterprise services and adheres to enterprise technology and security standards for consistency and security. Ensures the integration of IT projects and services. Develops information systems testing strategies, plans, or scenarios. Identifies standards or requirements for infrastructure configuration or change management. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Coordinates and manages groups focused on developing and implementing practical solutions for IT architecture, capital investment planning, e-Government, and other IT-related legislative and policy initiatives. Manages the sustainment phase of applications, offering comprehensive product management and technical support ensuring applications remain functional and efficient, addressing ongoing maintenance needs effectively. Investigates and assesses systems and operations to identified hazards/risks and ineffective controls for system-wide safety issues. Delivers application solutions that meet a clear set of functional and non-functional requirements. Promotes an application architecture aligned with organizational standards to ensure operational fitness and maintain quality. Utilizes technical knowledge of the organization's policy and planning processes, capital investment planning, and enterprise IT goals to support the development of IT goals, objectives, plans, and policies. Analyzes report data to identify areas for continuous improvement and support risk-based decision-making. Provides management with status reports on programs. Analyzes data from reports to suggest areas of continuous improvement of data collected and reporting to support risk based decision making. Analyzes trends, identities problems and factors most likely to impact operating costs, profitability, and continued compliance with regulatory requirements. Proposes preventive actions and methods for ensuring FAA policies and practices align with emerging changes to transportation industry operations. Uses broad policies and objectives for general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches applicable to emerging transportation issues. Identifies quality data sources to use in analyzing issues and assessing the impact of regulatory changes and proposing rule-making changes/initiatives. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires.
