We're seeking a dedicated Payroll Analyst 2 to join the Bourns College of Engineering and support our mission to foster a thriving academic environment. This role offers a unique opportunity to work in a shared services center providing payroll and onboarding services while working with a team of highly skilled and self-motivating service professionals who strive to complete team goals and services within service level agreements for BCOE Department clients and external clients. What Will You Do? As a Payroll Analyst 2, you will play a key role in supporting the POSSC Shared Service Center and will contribute as a collaborative team member to POSSC's payroll functions including, but not limited to onboarding, offboarding, time reporting, payroll oversight, workforce administration, case management (benefits, accrual management, etc.) and leave administration for a variety of employee populations. You will ensure accurate entry and oversight of information for biweekly and monthly payroll processes for student, staff, and academic employees. You will coordinate with clients as well as other Shared Services Centers (SSC) to gather information for service requests and process personnel updates in the central payroll system (UC Path) accordingly. However, the expected pay scale for this position is up to $41.33 per hour. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Department Custom Scope Payroll Online Shared Services Center (POSSC) at the Bourns College of Engineering provides payroll related services including, but are not limited to, onboarding, offboarding, time reporting, payroll oversight, workforce administration, case management (benefits, accrual management, etc.) and leave administration for a variety of employee populations. The POSSC Payroll Analyst II will be working together with a team of highly skilled and self-motivating service professionals, striving to complete POSSC Team goals and services within the service level agreements with the Bourns College of Engineering department clients and external clients. The incumbent ensures accurate entry and oversight of information for biweekly and monthly payroll processes for student, staff, and academic employees. The incumbent will coordinate with clients as well as other Shared Services Centers (SSC) to gather information for service requests and process personnel updates in the central payroll system (UCPath) accordingly. The incumbent will be responsible for monitoring and escalating inquiries in UCPath and will work on moderately complex payroll issues. They will provide guidance as a payroll subject matter expert (SME). Key Responsibilities: Key Responsibilities DescriptionPercent Time Provides assistance to payroll processors on moderately complex transactions. Works in collaboration with client administrators and acts as primary transactor and approver (as needed) for all transactions in the UC Path central payroll system. Serve as a campus resource, addressing client inquiries related to errors, system functionality workflow, and routing roles for service-related activities and systems. Works autonomously across key functional areas including payroll, onboarding, I-9 compliance, offboarding, workforce administration, leave administration, and business processes/workflows with various campus systems. Analyzes payroll issues, such as retroactive adjustments, underpayments, overpayments, and other payroll calculations in accordance with payroll policies. Additionally, manages payroll matters including but not limited to: vacation, time reporting, additional compensation, student appointments, academic administrative appointments, etc. 20% Reviews and analyzes reports for discrepancies, and works with departments to make corrections. Proactively generates, analyzes, and audits reports from various campus systems and associated stakeholders to identify and correct discrepancies. Independently manages the timely and accurate execution of service requests for payroll, onboarding, workforce administration, and leave transactions and audits data in UCPath central payroll system to ensure accuracy. Takes immediate action to resolve service escalations issues and engages with client and various stakeholders towards timely resolutions. Contributes towards central efforts in analyzing trends in delayed/inaccurate processing and partners with the supervisor and stakeholders to identify opportunities to continuously improve the effectiveness, accuracy and delivery of services. 20% Interprets pay policies (for example, vacation, leave of absence, disability, workers compensation, union contracts, government regulations, withholding exemptions, et cetera), and ensures appropriate amounts/deductions are calculated and applied to the various accounts correctly. Independently researches and applies policies from union contracts, federal requirements, and other UC systemwide pay policies related to payroll, accrual management, onboarding, I-9 compliance, offboarding, workforce administration, and leave administration. Escalates complex inquiries to supervisor's attention for additional oversight and compliance review. 15% Assists departments with questions concerning eligibility, enrollment, and payment issues. Assists internal and external clients with inquiries including but not limited to: onboarding, pay/non-payment issues, and UC Path transactions processed by the unit. Communicates SSC, campus, and UC Path deadlines to ensure clients timely submission of service requests and distributes payroll data/reports to ensure appropriate action is taken. Escalates operational issues to the supervisors that may affect client satisfaction, service execution, compliance, safety, or the organizations commitment to excellence. 15% Acts as back up for onboarding services which includes; scheduling of onboarding sessions to ensure timely onboarding of new staff, faculty, students, and volunteers are conducted. Provide new hire documents in electronic form. Verify eligibility of work authorization documents. Update Tracker (Form I-9 online system) accordingly and provide consultative advice to new hires on all campus programs and mandated trainings. Manages Tracker system maintenance through reverification reports, compliance reports, and other review documents from central campus offices. 10% Under general supervision, provides analysis of moderate payroll projects such as garnishment of wages. Coordinates program planning and collaboration with program/project staff. Is responsible for providing support to create, organize and execute upcoming mass onboarding/offboarding/payroll/position management related requests. Communicates with clients to evaluate scope of incoming requests, identifies stakeholders in the processes, measures capacity of the work force administration unit to complete requests, schedules meetings to communicate expectations of stakeholder submission deadlines and transaction completion deadlines, creates project completion plan and timeline, identifies downstream impacts of requests, adjusts timeline if necessary to keep project on task, communicates appropriately with clients and managers to review status of projects, audits requests to ensure accurate and timely completion of project. 5% Provides background information to higher level Payroll Analysts for resolution. Collaborates with supervisor in evaluating the root cause of delays/errors and works with various stakeholders to make corrections and coordinate efforts to improve system issues through escalations. 5% Conducts payroll transfers to other departments and organizations. 5% Provides ad hoc payroll training to departmental payroll processors. Provides training and support to less experienced staff in the unit and serves as the first point of contact for client administrators (departmental payroll processors) for questions concerning processes and systems.
