The selected candidate(s) will need to be able to travel to the following counties: Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Cabarrus, Caldwell, Catawba, Cherokee, Clay, Cleveland, Forsyth, Gaston, Graham, Haywood, Henderson, Iredell, Jackson, Lee, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Nash, Polk, Rowan, Rutherford, Stanly, Surry, Swain, Transylvania, Union, Watauga, Wilkes, Yadkin, Yancey, and the Eastern Band of Cherokee Indians of North Carolina.

The North Carolina Office of Recovery and Resiliency (NCORR) in the Department of Public Safety (DPS) is responsible for executing multi-year recovery and resiliency projects related to damage sustained in Hurricanes Matthew, Florence, Tropical Storm Helene, and the novel Coronavirus (COVID-19). The work focuses on supporting survivors and communities impacted by disasters and their recovery. NCORR's headquarters are located in the Research Triangle Park in Durham County. The office focuses on supporting survivors and communities impacted by disasters and their recovery. NCORR actively engages in projects in the following areas: Single-Family Homeowner Rehabilitation/Repair, Housing Repair Reimbursement, Single-family Homeowner Reconstruction, Homeowner Buyout, Mobile Home Repair, Mobile Home Replacement, Homeowner Assistance, Infrastructure, Affordable Housing and Mitigation.

North Carolina Office of Recovery & Resiliency is fully funded on grants and positions will be maintained as long as funding is available. The position is EHRA, which means it is exempt from the rules and regulations of the NC Office of Human Resources Act (GS126), except for Articles 6 and 7 of that Chapter, due to state statutory and/or funding requirements.

PRIMARY PURPOSE OF THE POSITION:
The Disaster Case Management (DCM) Team Lead is responsible for the day-to-day management and oversight of case management services delivered by Disaster Case Managers. The selected candidate will ensure productive and effective operation of their assigned Disaster Case Managers. DCM Leads will also provide guidance and light technical assistance in the determination of eligibility, awards, appeals and other program related consultations, document collection, general status updates, and other related case management activities conducted by Disaster Case Managers.

The Disaster Case Management Team Lead's work involves leadership and management to ensure outstanding customer service to survivors as well as analyzing and solving technical problems, the articulation of policies and procedures, and frequent public contacts through various channels (e.g., phone, mail, e-mail, face-to-face) to answers questions regarding the program.

The Knowledge, Skills and Abilities (KSAs) listed below, along with the Minimum Education and Experience (E&E) are REQUIRED to qualify for this position. Candidates should possess 4 of the 9 Knowledge, Skills, and Abilities listed below. To qualify for this position, applicants must demonstrate 4 of the 9 following KSAs:
* Skilled in managing a team of professionals.
* Skilled in evaluating DCM team needs and priorities and direct resources appropriately to meet those needs.
* Experience evaluating and/or understanding program regulations, Standard Operating Procedures (SOPs), policies,external and/or internal forms.
* Documented experience with working directly with applicants/clients and within a team.
* Experienced in communicating, both oral and written, complex program guidelines.
* Skilled in attention to detail, paying close attention to policy and/or standard operating procedure guidelines.
* Experience assessing survivor needs, monitoring and evaluating progress, providing continuity throughout program participation, and ensuring clients are engaged and knowledgeable of the program.
* Experience in a customer-facing role.
* Experience maintaining case records by compiling-detailed case notes.
Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.

Military Experience

• Applicants seeking Veteran's Preference must attach a DD-214 Form (Certificate of Release or Discharge from Active Duty that includes Character of Discharge - Member 4 or Service 2 form) to the application.

• Applicants seeking National Guard Preference:

o A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).

o A former member of the North Carolina National Guard who served for at least 6 years and were discharged under honorable conditions, must attach either a DD256 or NGB 22.
