Chief Information Officer, Health Practice Area

The Chief Information Officer (CIO) is responsible for overseeing the technological strategy, development, and execution for the Health Practice Area. As a key member of the executive team, the CIO will lead the Practice Area’s tech vision, ensuring that the software development and technological infrastructure and innovations align with our business objectives. This position requires a strategic, hands-on leader capable of managing a team of engineers, architects, and IT professionals, while also evaluating and implementing new technologies that can propel the business forward.  In addition to serving as the technical lead for the Practice Area, the CIO also serves a vital role in the overall Corporate IT organization.  The Practice Area CIOs are collaborators on infrastructure, security, common tools, and other relevant IT matters impacting the entire organization.

PCG’s Health Practice Area provides proprietary software platforms to state Medicaid agencies and other publicly focused healthcare programs and services.  Our software solutions include but are not limited to:

Platforms to automate public assistance benefit eligibility determination, both in the detection of financial, residential, and asset verification.

Financial software to support the reporting of public provider costs to determine Medicaid payment rates.

Case management platforms to automate workflow processes to facilitate provider oversight and program integrity functions.

Time study and cost allocation systems to support Health and Human service agency cost identification and federal claiming.

Healthcare claiming and adjudication systems, both internally developed, as well as supporting off the shelf software platforms.

As a CIO, you will be responsible for developing and executing IT strategy, managing the IT budget and resources, ensuring compliance with security and data privacy standards, and fostering a culture of innovation and collaboration among IT staff and business team leaders. You will also evaluate and adopt new technology tools and platforms that can support business objectives and align with the overall IT vision and values.

To be successful in this role, you will need a strong background in IT management, software development, project management, business analysis, and change management. You will also lead the team to find innovative ways to develop tools using the latest Artificial Intelligence capabilities to the software development life cycle including low/no code, chat bots, machine learning and other AI-related capabilities. Further, you will need excellent communication, leadership, and problem-solving skills, as well as a passion for learning and innovation. A proven track record of delivering high-quality IT solutions that meet or exceed user expectations and business goals is foundational to serving in this role. This experience must include cloud computing, expertise in common programming languages (.NET, SQL, Java, HTML/CSS, Python, etc.) system architecture, cyber security, and pertinent regulatory frameworks (HIPAA, HITRUST, FedRAMP Certification).

Innovation and Product Development

Oversees the development and delivery of technology products and services.

Oversees all aspects of the Systems Development Live Cycle and Operational Support for product and services, product roadmaps, use of technology and cloud services, infrastructure, all aspects of the security and adherence to PCG policies and standards.

Stay ahead of technology trends and innovations to ensure PCG Health remains competitive in the market.

Drives technological vision and innovation while evaluating emerging technologies and integrating them into our operations.

Leadership and Management

Builds a team of IT staff whose combined skill set meets the current and future needs of the organization; securing external resources and / or recruiting staff with the skills required to fill any technical gaps.

Designs effective key performance metrics for staff to ensure accountability and holds the team accountable to established performance standards.

Transforms teams into high performing organizational units, promotes process standardization, and adherence to the best practices and security standards.

Sets and manages customer IT expectations.

Demonstrates a strong sense of fiscal responsibility by establishing responsible operating budgets and reflect the cost of providing ongoing services and new investments; monitor performance against all budgets and take corrective action to meet plan.

Infrastructure and System Operational Excellence

Ensures high-quality, secure, and scalable software and systems architecture.

Manages the Health PA’s IT cloud-based infrastructure, ensuring availability, security, and performance.

Drives operational efficiencies by identifying opportunities for process improvements and cost reduction through technology solutions.

Monitors and evaluates technology performance and makes recommendations for improvement.

Ensures compliance with industry standards, regulations, and best practices in data security, privacy, and risk management, as well as applicable laws, regulations, and standards including HIPAA, HITRUST, FedRamp certification, among others.

Collaboration with Stakeholders

Implements an effective governance capability and effectively communicates with non-technical staff.

Collaborates with our corporate information technology services team, including our information security team, to ensure all technology systems, platforms, and networks adhere to PCG standards.

Collaborates with other PCG practice area CIOs to share best practices and increase standardization across the firm.

Required Skills

Prior experience with a broad set of information systems and corporate technology infrastructure, including cloud-based networks, database, email, and customer facing systems.

Proven track record in managing large-scale 24x7 platform operations expertise, including leveraging out-sourcing, off-shoring, and international technology operations, as appropriate.

Data-intensive warehousing experience (collection, cleansing, export/import, analytics).

Management of an IT staff of approximately 35 staff or more, inclusive of contractors or outside vendors.

Demonstrated technological leadership in Government software solutions.

Advanced, forward-thinking strategic planning experience with internal systems requirements and

industry products.

Broad understanding of the tech industry, research and direction including specific developments within the healthcare industry, as well as artificial intelligence technology.

Understanding and application of HIPAA or similar operational principles and other regulatory issues related to data use.

Demonstrated interpersonal skills including the ability to work with different stakeholders and teams, effective internal and external communication, and proven ability to understand and adapt to

corporate cultures.

Specific experience with businesses and technologies that support public sector clients is a plus, as

is experience supporting a geographically disbursed organization.

Previous experience establishing and directing a customer-focused service delivery system.

Experience in a rapidly growing, multi-state service organization with a wide range of user needs.

Qualifications

Education:

Bachelor’s degree in Computer Science, Software Engineering, or Information Systems

Master’s Degree is a plus

As required by applicable law, PCG provides the following reasonable range of compensation for this role: $260,000-$310,000. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.  As required by applicable law, PCG provides the following reasonable range of compensation for this role below. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
