Job Description:

E3R is seeking candidates to fill a Senior Strategic Advisor:  Maritime Homeland Defense / Security (M-HLD/S) Planner - Experienced Senior Officer (05/04 level). In support of COMTHIRDFLT the MHLD/S shall conduct comprehensive analysis in the areas of tactics, techniques, and procedures as well as capability development across doctrine, organization, training, material, leadership, personnel, facilities, and policy (DOTMLPF-P) at both the tactical level of war (TLW) and operational level of war (OLW). The duties of the position is described below. 

Duties of Position:

The contractor shall provide force survivability and capability analysis and assessments of operations, through disaster response exercises and simulations, in order to improve M-HLD/S planning and operational response. Through evaluation and participation in government conducted exercises and/or simulations, products and deliverables shall include mission survivability analysis; course of action development/refinement analysis; evaluation of operational planning and execution orders and directives; analysis of associated exercise/real-world data; and after-action reports and recommendations to enhance the effectiveness of future operations, while also shaping and improving force capabilities.

Conduct Homeland Defense disaster response capability analyses for M-HLD/S, and provide recommendations to enhance Navy’s readiness and response to man-made Homeland emergencies (e.g., terrorist attack, IED (including maritime mining) incidents, based on the results of government conducted exercises and simulations. Analyses and recommendations will highlight capability gaps and seams, enhance future Service capabilities, support the development of robust and trusted partnerships with other military, government and non-governmental organizations chartered to execute M-HLD/S operations, and support enhanced security as the operational/threat situation dictates. This assessment and analysis will be accomplished through briefs and reports.

The contractor will provide expertise to develop, plan and execute M-HLD/S exercises, simulations, wargames (to include Warning, Planning and Execute Order development), and other assessment venues. This assessment and analysis will be accomplished through briefs and reports.

 Analyze, develop, and refine plans, policies, directives and programs related to M-HLD/S for Government approval –to include CONOPS, OPLANs, and Operation Orders (OPORD). Plans and revisions shall incorporate strategies to mitigate capability and knowledge gaps, shortfalls and seams observed during operations, exercises, simulations and other training events. This assessment and analysis will be accomplished through briefs and reports.

Coordinate and strategize with NORTHCOM, USPACOM, CPF, USFF, and subordinate commands on mutual issues pertaining to Homeland Defense command and control. Provide pre- and post-mission analysis, operational asset availability analysis, and mission authorities’ analysis to identify gaps in capability, and provide corrective action proposals to establish clear and unambiguous lines of command and authority required to execute civil/military disaster response.

Coordinate across multi-layered lines of authority (Federal, military, state, and local government Offices of Emergency Services [OES]; non-governmental organizations; other first responder groups/organizations) to build a common understanding of issues of mutual interest pertaining to Homeland Defense. This coordination will be established via a series of Senior Leader Seminars 

(SLS), or similar venues, to facilitate the identification and mitigation of operational requirements, gaps, seams and other mis-matches in capability.

 Minimum Qualifications:

Minimum of 15 years of military or government experience.

Minimum of 10 years of experience in Maritime Homeland Defense/Security (M-HLD/S) Exercise/Simulation Analysis.

Minimum of 10 years of experience supporting Navy and/or joint military exercises.

Minimum of 10 years leading tasks within Joint or Navy environment in support of Echelon III or higher headquarters staff.

Minimum of 10 years of experience in coordinating and evaluating government conducted exercises and/or simulations between military and academic communities.

Minimum of 10 years of experience building and enhancing operational Navy and Joint vulnerability/ capability gap analysis and assessments for M-HLD/S.

Security Clearance Requirement: TOP SECRET / SCI Security Clearance

Place of Performance: San Diego, CA

Salary Range: $150,000 - $170,000
