Positive Youth Development Institute Associate Director - Military Veterans

Job Summary:
UW-Madison's Division of Extension serves the people and communities of Wisconsin by addressing local, statewide and national issues, improving lives through research-based education, fostering partnerships and action, and facilitating positive impacts. The Positive Youth Development (PYD) Institute Associate Director is a state-level leadership position within of the Division of Extension Positive Youth Development (PYD) Institute which includes the Wisconsin 4-H club membership program, collaborations with national 4-H Youth Development strategy and efforts, and community-based PYD programming, capacity building, and support. The PYD Institute works to empower Wisconsin youth, and the communities who support them to thrive.

The PYD Institute Associate Director will provide key, strategic leadership for a team of program-focused state specialists (faculty and staff) to support the intended outcome of high-impact, research-based youth development programs throughout Wisconsin. The state program specialist team includes academic staff directly supervised by this position, with additional affiliated Extension faculty, Campus based faculty and academic staff members. A successful Associate Director will form a team-centered organizational culture which supports statewide programmatic outcomes, efforts, direct youth experiences, and connections to the broader UW-Madison campus. Key responsibilities of this position include the oversight and onboarding of three newly scoped State Program Manager positions who will each provide leadership for a statewide signature priority area for the PYD Institute: experiential learning, youth empowerment, and career & college readiness. Initial efforts will include supporting the State Program Managers in developing strong connections with other state-level specialist staff and faculty, 4-H PYD Regional Program Managers, 4-H & PYD county colleagues, and UW-Madison campus partners. Expectations for the team will be to complete a research-based state plan of work for each priority area including the implementation of county colleague support and engagement, correlated evaluation plan, and yearly impact reporting.

In general, the top priorities of this position are:
- State-level staff & faculty supervision, coaching, and support;
- Strategic decision making and leadership of statewide programmatic efforts and educational experiences; and
- Supporting statewide programmatic plans of work, evaluation plans, and colleague work teams.

This full-time, dynamic position reports directly to the PYD Institute Director & 4-H State Program Leader and serves on the leadership team for the PYD Institute. An expectation of this position will be to collaborate regularly on the needs of the Institute, programmatic direction, strategic initiatives, resource allocation and use, and stakeholder engagement. There will be opportunities to participate in national 4-H partnership meetings alongside the director.

The headquarters location for this position is negotiable but must be a county or state Division of Extension office. Up to two days (40% of time) can be spent working remotely. Regular travel to Madison to participate in state team meetings and collaborate with others on campus is expected.

Responsibilities: Directs development, supervision, and delivery of quality outreach programs. Establishes and facilitates strategic partnerships to support the growth and execution of programs. Promotes stable and productive relationships between the university and local community.

  • 20% Directs the development of long range and short term strategic plans and initiatives to further the growth of the outreach program
  • 5% Directs the organizational strategic goals of the programs and unit
  • 20% Directs unit personnel and budgeted activities
  • 20% Serves as liaison to internal and external stakeholder groups providing organizational information and representing interest of the unit
  • 10% Develops and monitors the budget
  • 25% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees

Education:

Master's Degree within a related field of study
Qualifications:
Required:
- 5 or more years of professional experience in the field of Positive Youth Development, Extension Education, or another related field
- 3 or more years of supervisory experience involving multiple, full-time direct reports including
recruiting, hiring, coaching, mentoring, and training staff
- Proven ability to manage budgets
- Demonstrated ability to create and lead collaborative, professional teams
- Demonstrated ability to provide responsive educational programs for people from diverse backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and other aspects of human diversity

Preferred:
- Working knowledge of Extension and land-grant universities
- Proven ability to attract and manage extramural funding
- Proven ability to maintain and develop successful relationships with partners across disciplines and geographies
- Experience in development, implementation, and oversight of policies, practices, and systems related to youth or adult programming
