Responsibilities

About the role

The Program Manager role provides and manages project portfolio analysis for IT enterprise decision-making and governance. This role ensures strategic alignment and oversight of project activities within the portfolio, focusing on standardized processes, resource allocation, and high-level guidance for effective project delivery. This role involves designing and implementing IT governance frameworks and procedures to ensure that IT projects align with corporate objectives and meet quality standards. The Program Manager monitors project activities across the portfolio to evaluate their alignment with organizational goals and their contributions. This includes sequencing and release management, as well as rebalancing the project agenda for optimal execution and benefit realization. Additionally, the Program Manager identifies and recommends opportunities to improve the project portfolio management process to senior leadership. They develop and maintain the tools necessary to support the project portfolio process and methodology. Furthermore, they monitor the framework for project and portfolio reporting, including project reporting and dashboards.

In this role you will:

  • Develop and implement IT governance frameworks in line with organizational objectives. Run processes to measure and report on portfolio performance and metrics, ensuring alignment with strategic objectives.
  • Ensure IT projects are carried out in accordance with set standards, procedures, and guidelines
  • Establish and maintaining Project Maturity Matrix. Monitor and evaluate IT performance to ensure process improvements.
  • Product Management Acumen: Strong understanding of product management principles, including backlog prioritization, road mapping, and working closely with Product Owners to align product vision with team deliverables.
  • Identify and recommend opportunities to improve project portfolio management processes to senior leadership.
  • Conduct risk assessments and implement risk management plans.
  • Facilitate IT governance training and awareness programs for employees.
  • Analyze and assist in forecasting of IT resources, projects, and services.
  • Report on IT governance performance to senior management and stakeholders.
  • Ensure timely completion of ad hoc requests from senior leadership.
  • Report within Office of the CIO, leading strategy for resource demand and capacity as well as communication to internal teams.
  • Communicate and coordinate effectively with key stakeholders to gather status updates and drive program/portfolio reporting.
  • Evaluating project proposals (intake), assessing their potential value, and suggested prioritization based on strategic needs.
  • Building relationships with key stakeholders, manage expectations, and address concerns.
  • Use data and insights to inform critical portfolio decisions.
  • Data mining and data cleansing
  • Recommends new practices, processes, metrics, or models, provides solutions which may set precedent.
  • Keep up to date with the latest IT trends and advancements to inform governance strategies and policies.

Qualifications

  • Expertise in aligning program and portfolio strategies with organizational objectives to maximize value and achieve long-term goals.
  • Skilled in evaluating, prioritizing, and balancing multiple programs and projects to optimize resource utilization and ROI. Including resource capacity planning and optimization to balance competing priorities across projects.
  • Proficiency in developing and managing portfolio roadmaps, ensuring alignment with strategic initiatives.
  • Data driven Decision-making.
  • Advanced knowledge and experience using portfolio management tools (e.g. Planview) to monitor progress and inform decisions.
  • Experience with business case oversight, cost benefit, and investment analysis.
  • Strong communication and presentation skills to articulate portfolio performance, risks, and recommendations.
  • Experience in establishing and maintaining portfolio governance frameworks to ensure compliance and consistency in partnership with EPMO.
  • Strong interpersonal and communication skills to manage expectations, mediate conflicts, and build consensus.

Education, Experience and Licenses
  • Bachelor's Degree in Business Engineering, Computer Science, related field or equivalent related work experience required; Master's Degree preferred
    • 5+ yrs experience in project management role working on large and/or complex projects required
      • Strong understanding of project management methodologies and frameworks (e.g., Agile, Waterfall)
      • Experience leading and/or mentoring team members preferred
    • Project Management Certification (PMP, PMI, PgMP, Agile, etc.) preferred
