What You Will Do

As the STO-BGO Group Leader, you will play a key role in managing operational activities across the Science and Technology Operations Facility Operations Directorate (STO-FOD) at Los Alamos National Laboratory (LANL). You will serve as the primary point of contact for project management and budget oversight at STO-FOD. You will collaborate with programmatic customers, maintenance teams, and cross-functional personnel to plan and execute operational goals while maintaining communication portals, facilitating regular planning meetings, and ensuring compliance with institutional policies to meet laboratory objectives. Also, you will lead a team that maintains document control, training, vendor liaison, issues management, and budgeting. Furthermore, your duties include ensuring safe, compliant, and efficient operations, supporting the execution of maintenance and project work, and providing oversight of facility status and emergency response while leading a multidisciplinary team of operations personnel.

Responsibilities for STO Operations Support

The STO-BGO Group Leader supports the office of the Facility Operations Director (FOD) by tracking budgets, work progress, and deliverables for projects. Responsibilities include:

• Maintaining and tracking all budgets across the STO portfolio. This includes tracking the overall STO budget for the FY, and each individual project budget until completion.
• Coordinating cross-functional teams and ensuring alignment with project deliverables, budgets, and schedules by being in constant communication with customers, MSS, Engineering, Construction, and Vendors.
• Championing the New Activity Review (NAR) process and ensures completion in a timely manner.
• Maintaining the Planned Major Maintenance (PMM) schedule and monitoring emergent priority statuses.
• Maintaining the Programmatic Priority Program and monitor progress.
• Preparing and presenting concise reports on complex subjects for leadership, identifying risks, and providing recommendations.
• Managing and maintaining the STO Operations Portal and Microsoft Teams database to ensure accurate tracking of customer requests and project statuses.

Responsibilities for Facility Operations

The STO-BGO Group Leader will also oversee all aspects of facility operations, including personnel management and operational support. You will primarily support the facilities occupied by ALDGS and ALDCELS, including all facilities in TA33, all facilities in TA57, the NISC, HRL, BRL, several others in TA03, and several leased facilities in the town of Los Alamos. Responsibilities include:

• Providing oversight of complex operations, ensuring the execution of equipment surveillances, and coordinating maintenance activities.
• Managing responses to abnormal conditions and facility emergencies, maintaining facility categorization, and integrating project work schedules.
• Leading and supporting Plan of the Week and Plan of the Day meetings to ensure coordinated operations.
• Assisting with the development of technical documents such as Integrated Work Documents (IWDs) and Radiological Work Permits (RWPs) while authorizing maintenance and construction activities.
• Overseeing project activities for safety, security, and compliance while ensuring resources are effectively forecasted and allocated.
• Maintaining a budget and preparing budget reports.
• Other duties as assigned.

What You Need

Minimum Job Requirements:

Facility Management: Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals.

Maintenance Operations: Demonstrated knowledge and expertise in financial practices, with the ability to maintain complex budgets and make budget reports. Knowledge and expertise in training requirements, and the ability to maintain training current for the FOD. Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.

Leadership: Demonstrated skill in management, supervision, and human resources administration of assigned employees and subordinate supervisors or staff members. Demonstrated excellent customer service and communication skills. Demonstrated experience developing teams and individuals in a collaborative work environment.

Knowledge & Expertise: Ability to manage complex projects with limited resources in an environment of conflicting priorities. Knowledge and expertise in Document Control, and the ability to create and maintain procedures.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Experience in maintaining complex budgets.
  
• Demonstrated Project Management experience or related experience with construction management.
• Demonstrated experience and understanding of the following aspects of operations management as applied to a Moderate Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, project management.
  
• Experience and understanding of DOE O 232.1 reporting to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
