Job Description
MINIMUM QUALIFICATIONS
Education
- Bachelor's Degree in Engineering (Civil, Electrical, or Mechanical), Architecture, Construction Management, Project management, Planning or a related field
- In lieu of a Bachelor's Degree, a High School Diploma and four (4) years of experience in engineering, design, planning, architecture, or construction project management, in addition to the experience stated below, will be considered
Experience
- A minimum of eight (8) years demonstrated progressively responsible project management-related experience; and/or experience effectively negotiating with outside contractors/consultants; and/or supervising a professional engineering, trade staff (e.g. electricians, mechanics, technicians, welders, or similar), and other technical staff.
- Demonstrated knowledge of project controls, engineering construction, or transportation-related project administration
Certification/Licensure
- Valid Driver's License
Preferred
- Certification in Project Management or Six Sigma belts.
- Two (2) year of supervisory experience

SUMMARY
The Assistant Project Manager manages/supervises work for one or more assigned project(s). The incumbent assists in the planning, scheduling and controlling of preliminary and final designs, equipment procurement, and operational planning for major state of good repair (SGR) and maintenance projects within and/or impacting the Authority. The incumbent supervises and coordinates the inspection and technical work performance of professional and technical staff. The incumbent works under limited supervision following Authority policies, departmental guidelines and procedures and referring exceptions to the Project Manager, or higher management authority.
ESSENTIAL FUNCTIONS
- Coordinates the review of scope of work for final designs prepared by General Consultants; prepares independent cost estimates for the final design effort and oversight of contacts with General Consultants to perform the final design.
- Assist in managing and controlling consultants during the design and planning phases of a project by reviewing and analyzing designs, drawings, life-cycle costs and specifications. Coordinates technical reviews of shop and working drawings for projects. Confers periodically with contractors, consultants, jurisdictional authorities and Metro officials concerning the planning, specifications, costs, unusual conditions, and work coordination.
- Analyzes design change orders, claims and supplemental agreements; assists in negotiating changes with the section design consultants and contractors.
- Recommends appropriate changes in contractor schedules to ensure completion of the project within time constraints and reviews and recommends variations from plans and specifications. Prepares activity reports to describe the changes to the project.
- Develops or obtains engineering and administrative data necessary for the planning, scheduling, and control of the project. Controls program costs and schedules for assigned projects.
- Oversees major implementation activities and service outage events required by projects in assigned portfolio.
- Makes timely inspections to ensure effective performance of activities and conformance with plans and specifications. Investigates and analyzes cost, reliability, and safety problems. May develops and implements technical solutions to the problems identified.
- Reviews and advises leadership on confidential and other sensitive matters (e.g., Authority-wide confidential payroll records for managing project management costs, personnel recruitment, promotions, selections, transfers, and releases, short- and long-term project staffing requirements and other personnel matters to include the investigation/resolution of all project employee Step 2 grievances).
- Reviews and updates project records and reports periodically to ensure effective control of project information. Reviews, analyzes and prepares the documentation required for staff summaries and status reports.
- Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided. Maintains sound employee/union relations while upholding the rights and interests of management.
- Establishes work plans for subordinates against which they will be measured and conducts performance evaluations of subordinates based upon these work plans.
- Coordinates or participates in meetings to ensure effective project control.
- Prepares project-related correspondence to consultants, contractors, other Authority departments and outside agencies to ensure proper documentation for capital and operational projects.
- Prepares timely and accurate budget information for procurement actions.
OTHER FUNCTIONS
- Prepares and reviews feasibility studies, special reports, and investigations on problems associated with mechanical systems and subsystems, their related user needs, and requirements.
- May assist with the planning, coordination, and managing of work in accordance with District of Columbia Municipal Regulations (DCMR, Title 27) and Federal Acquisition Regulations (FAR).
- Leads the preparation of programming/bridging documents, collaboration with procurement office and support of contract negotiations to ensure close alignment to capital program goals and objectives.
- May assist in the development of contracting/procurement opportunities from pre- to post-award and closeout. This may include leading market research, contract negotiations, cost evaluations/management, oversight contracts/procurement management related to engineering, construction improvements, materials and methods, bidding/proposal procedures, equipment, timelines and deliverables, contractual legal clauses and obligations, payments, and contractor performance evaluations.
- Prepares program schedules, estimates and budgets that are complete and accurate for review and approval by department managers or above.
- Coordinates with WMATA stakeholders from other departments and, to ensure collaboration with WMATA departments and timely resolution of issues.
