Job Description
HII, Mission Technologies is seeking an Electronic Warfare (EW) SME to provide contract support to the HQ US Air Force Electromagnetic Spectrum (EMS) Superiority Directorate at the Pentagon. The position will support all Air Force matters pertaining to gaining and maintaining EMS superiority, and unity of effort in developing and synchronizing multi-domain EMS operations (EMSO) policy, doctrine, strategy, operating concepts, capability development, and planning, programming, budgeting and execution across all Air Force core functions.
HII's expertise in wireless communication includes 50+ years of performing RF Engineering for DoD, government and commercial agencies in the US and overseas, analyzing, and formatting spectrum data, including frequency assignment, spectrum certification, LiDAR, and other geo-referenced data. Our Scientists and Engineers support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning. HII's offers opportunities from projects supporting international satellite coordination in space to countering IEDs. Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access.
Essential Job Responsibilities
- Develop EMS superiority capability development plans that implement policy, doctrine, strategy, operating concepts, and other DAF guidance.
- Capability development plans will: include details on how each capability required for operating concept success will be developed from its current state to the state required for success.
- State what architectures, standards, specifications, and interface control documents should be developed to enable interoperability, synchronization, and capability evolution for EMS superiority capabilities.
- Detail resources required for implementation and utilize time phasing of actions to enable feasible resourcing in Air Force Planning and Programming processes.
- Include a science and technology annex, detailing research, development, experimentation, and demonstration needed to insert relevant technologies into EMS superiority capabilities.
- Support liaison with industry, to communicate research, development, experimentation and demonstration needed to insert relevant technologies into EMS superiority capabilities.
- Support drafting, presentation, review, and coordination of EMS program requirements with the Air Force requirements gatekeeper and in the Air Force Information Resource Support System (IRSS).
- Support liaison with the Office of the Secretary of Defense, AF/A5/7 Air Force Futures, and MAJCOMs for EMS-related capability development and requirements. Support coordination with AF/A5/7 to include EMS superiority capability development planning in the Air Force Future Force Design.
- Develop and draft responses, presentations, papers, and reports, as needed, to support communication of EMS superiority capability development plans and actions to stakeholders inside and outside the Air Force.
- Support liaison with MAJCOMs, SAF/AQ, Federally Funded Research and Development Centers, University-Affiliated Research Centers, and the Defense Advanced Research Project Agency.
- Develop and maintain Special Access Program (SAP) access management plans, including HAF-level policy and guidance, in coordination with ACC/A8ZW, to provide SAP logistics support for MAJCOMs.
- Support liaison with SAF/AAZ to establish and maintain the EMS Advanced Programs Office and associated program portfolio.
Minimum Qualifications
- 2-3 years relevant military aviation EW experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.
- An example of relevant experience can include: experience as an Airborne Electronic Attack Operator carrying out electronic attacks in support of military missions or similar activity.
- Familiarity with military command structures.
- Experience operating Electronic Warfare Components and/or systems.
- Experience in certification, authorization, and use of military RF systems or equivalent. Telecommunications, Electronics, or a related preferred.
- Well versed in theory of operation of radio frequency (RF) systems architecture, components, circuits, or products. Including antennas, antenna arrays, transmitters, receivers, frequency synthesizers, and filters.
- Ability to work in the office at the Pentagon for a majority of the time.
- Clearance: Active TOP SECRET clearance.
Preferred Requirements
- Bachelor's or Master's Degree, highly preferred.
- Active TS/SCI clearance.
- Electronic Warfare experience specifically with the US Air Force is preferred over experience with other branches of the military.
Physical Requirements
- May require working in an office, industrial, or laboratory environment.
- Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
