Summary
HII-Mission Technologies is seeking a Facilities Manager at Al Udied Air Force Base in Qatar, you will play a critical role in overseeing the day-to-day facility management, logistics support, and maintenance of building infrastructure and equipment for the 379 ECES, SPACECENT, and mission partners at the SPACECENT site and Space Campus. You will work closely with the U.S. government to ensure efficient and effective operations, maintenance, and support of critical facilities and systems.
What You Will Do
- Operations and Maintenance: Oversee site Operations and Maintenance personnel, ensuring the efficient, economical, and environmentally compliant operation, maintenance, repair, and construction of all assigned systems and supporting infrastructure.
- Coordination and Deconfliction: Engage with site program functional representatives to coordinate and deconflict operations and systems, including startup, control, and shutdown of equipment.
- Strategic Planning: Assist the headquarters in the development of strategy and operational-level site facilities planning, yearly production workload planning, resource and budget planning, and other managerial requirements as required.
- Facility Expansion and Upkeep: Plan, establish, and implement a robust facilities management program, including coordination of construction, maintenance, renovation, and upgrades of building infrastructure. Ensure facilities and equipment are well-maintained, and repairs are completed in a timely manner.
- Work Order Management: Submit and track work orders to completion, ensuring all services required to support the SPACECENT site, Space Campus, and mission partners are maintained.
- Maintenance and Inspections: Perform routine maintenance on facilities, conduct weekly inspections, and schedule routine and emergency repairs as needed. Maintain a well-groomed, debris-free landscape.
- Quality Assurance: Execute quality assurance activities to support the preventative maintenance plan and overall sustainment of government facilities.
- Design Liaison: Assist in design projects and review designs submitted for changes to government facilities. Serve as a liaison between SPACECENT and relevant agencies.
- Government Coordination: Coordinate with the Special Security Office (SSO) for the maintenance of Sensitive Compartmented Information Facilities (SCIF) and other requirements necessary to maintain authority to operate (ATO) for all organizations within the SPACECENT site and Space Campus.
- Meeting Attendance: Attend recurring, scheduled, and short-notice meetings with Government personnel, both in person and virtually, as required.
- Travel: Be prepared to travel locally to verify design requirements and the quality of work being performed on jobs/projects outside of the military installation.
- Software Proficiency: Proficient in Microsoft Office applications (Word, Outlook, PowerPoint, Excel, and Access).
- Reporting: Prepare and submit weekly reports of project status and progress to the Contracting Officer's Representative (COR).
What We Are Looking For
- 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
- Previous experience in facilities management and maintenance, preferably in a government contracting or military setting.
- Must maintain a valid driver's license to operate Mission vehicles.
- Knowledge of facilities management in an international environment.
- Knowledge of construction practices and procedures, sufficient to advise the government on the development, management, oversight, supply, and review of plans for intermediate to large complexes and associated facilities.
- Must have a good working knowledge to identify and mitigate safety hazards and be capable of ensuring Facilities comply with local environmental, U.S. OSHA, and local safety standards.
- Proven ability to communicate effectively with individuals at all levels, both orally and in writing.
- Highly skilled in customer service and diverse stakeholder engagement.
- Proven ability to multitask effectively in a fast-paced environment, under stress, and within time constraints.
- Must be able to work under minimal supervision.
- Clearance: Must have a SECRET clearance and the ability to obtain a TOP SECRET clearance.
Preferred: Bonus Points For...
- 4 years of relevant progressive experience with a Bachelor's degree in Facilities Management, Engineering, or a related field (or equivalent work experience).
- Experience in working at US Military Bases outside of the United States, especially bases located in Qatar.
- Experience in working with US Air Force facilities and Civil Engineering teams.
- Project Management experience with managing Cost, Schedule, and Performance of a project.
- Experience with Defense Acquisition and/or Defense Contracting
Physical Requirements
This position may be located in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time.
