Job Description:

Parsons is looking for a Testing & Commissioning Manager to join our team for our projects in Jeddah! The Senior Commissioning Manager is responsible for maintaining contact with stakeholders, maintaining a close knowledge of project requirements for commissioning and testing, assisting in resolution of issues, coordination & liaison with designers, consultants, contractors & stakeholders.
 

What You'll Be Doing:

  • Interface with Health and Safety for Process, Procedure, and implementation of on-site works.

  • Design Reviews (for constructability)

  • Engineering Support for Design ensuring Commissioning sequencing is considered.

  • Implementation / Operation integration

  • Engineering support for Commercial / Budget Allocation

  • Commissioning Oversight and Management

  • Commissioning Delivery Schedule and Program

  • Quality Assurance Processes

  • Leading Test & Commissioning strategy

  • Ensuring safe delivery methods and construction delivery by Contractors with adequate site supervision.

  • Monitor schedules and responsibilities for FAT / SAT and any offsite testing, routine testing, witness testing.

  • Develop and submit testing and commissioning reports, progress reports.

  • Manage multiple interfaces with different stakeholders

What Required Skills You'll Bring:

  • Bachelor’s degree in Construction Management, Engineering, or a related field.

  • 15 years + of proven experience – ability to demonstrate major projects experience (Testing and Commissioning) at senior level.

  • Strong understanding of construction processes, standards, and regulations.

  • Must have the ability to develop strong working relationships with third party design consultants, contractors and vendors, interface, and coordinate project performance with other disciplines, interpret and deliver client's vision, and proactively manage the design process and enjoy being hands on technically in the project.

  • Comprehensive knowledge of industry standards.

  • Knowledge of production processes and theme park related materials.

  • The ability to balance the stakeholder expectations and perceptions against the needs of the module/business.

  • Possess high levels stamina, resilience and energy - Able to influence decision making.

  • Possess practical knowledge of design & integration management and construction management.

  • Able to effectively communicate at all levels, both inside and outside the business (verbal and written).

  • Able to absorb and recall large quantities of information quickly.

  • Leadership and operational skills established in multi-d schemes/projects/programs

  • Strong co-ordination backbone.

  • Interface Management- ability to operate in fast paced and pressured environments, whilst being able to maintain clear decision making. Capable of working within a multi discipline team and across multiple interfaces.

  • Data Management- able to process schedule requirements, analyze multi-layered construction schedules and react to change. Able to be able to concisely report on progress and challenges.

  • Conflict Management - Reads situations quickly; good at focused listening; can find common ground and secure cooperation and constructive outcomes with minimum disruption.

  • Decision Quality - Gathering and synthesizing information, identifying options and applying sound judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.

  • Clear Direction - Defining and prioritizing objectives, analyzing inputs, assessing and challenging data, defining strategies and supporting rationales.
