Talent Acquisition Specialist - HCIS/Bioengineering - Military Veterans

Position Summary:
University of Iowa Health Care Departments of Health Care Information Systems and Bioengineering are seeking a Talent Acquisition Specialist. As a member of the Human Resources team for Health Care Information Systems (HCIS) and Bioengineering, this position serves as a liaison between the department and the UI Health Care Human Resources Office to provide primary HR consultation and guidance to departmental leadership, supervisors, and employees on a variety of HR functions while making high-level independent decisions (related to HR activities), with primary focus on Talent Acquisition related tasks. This position will be responsible for talent sourcing, screening, interviewing, selection, and acquisition of requisitions for the departments of HCIS and Bioengineering. This position will also provide expertise on HR policies and procedures and contract implementation related to recruitment. Key areas of responsibility include HR transactions, onboarding, maintenance of employee information, consultation, compliance, compensation and employment, reward and recognition, and recruitment and retention.
Hybrid within Iowa: This position is eligible for a combination of on-campus and remote work. Remote work must be performed at a location within the state of Iowa and comply with the .
Position Responsibilities:
• Develop and maintain strong partnerships with key stakeholders (hiring managers).
• Create and manage job descriptions, job requisitions and related workflow forms.
• Manage and oversee all requisitions for positions in advertisement.
• Assist with the determination of salaries for new employees.
• Generate applicant pools by initiating requisitions to post new and vacant positions and prepare associated internal/external advertisements.
• Recommend sourcing strategies to comply with Affirmative Action guidelines and achieve a diverse and qualified talent pool.
• Assist with the development of new or enhanced strategies to attract and engage applicants.
• Assist in the use of social media and other platforms to leverage recruitment and promote employer brand.
• Assure compliance with all federal and state regulations throughout the recruitment/hiring process.
• Use the position management system to create positions as well as to activate/deactivate positions as needed.
• Review applicants and participate in the screening process to assure compliance with established standards and requirements.
• Prepare offer letters for approval within the applicant tracking software platform.
• Prepare FTE requests and disseminate information to hiring officials to confirm FTE approval.
• Collaborate with support staff and hiring managers to schedule interviews as needed.
• Provide expertise of institutional policies and guidance for interview questions, assuring compliance with applicable regulations.
• Collaborate with hiring officials to conduct reference checks.
• Initiate appointments in the workflow transaction system.
• Facilitate and lead the day-one human resources onboarding, including processing of I9s, compliance assignments, badge requests, and other related items.
• Assist with the tracking of departmental/institutional compliances.
• Serve as backup as need to other members of the HR team.
• Additional responsibilities as assigned.

Pay Grade:
Salary: $50,000 to commensurate - 3A

Education Required
A bachelor's degree in human resources management or business administration or related field, or an equivalent combination of education and experience
Experience Requirements
- Minimum one-year human resources experience with recruitment responsibility.
- Experience with staff recruitment and hiring activities in a complex regulatory environment.
- Excellent written and verbal communication skills
- Proficiency in computer software applications (i.e., Microsoft Office Suite), including online talent management systems.
Desired Qualifications
- Experience in Human Resources and/or recruitment of Health Care professionals.
- Experience in Human Resources and/or recruitment of IT professionals.
