Associate Director, Global Government Relations - Defense Lobbyist
This position will lead a service-account focused federal government relations lobbying portfolio for all three RTX businesses (Collins, Pratt & Whitney, and Raytheon). This lobbyist will foster relationships with U.S. government (Executive and Legislative Branches) and internal RTX business leaders while raising the RTX profile. This lobbyist will develop overall RTX government relations strategy, with an emphasis on the assigned service portfolio across all three business areas, as well as promote and oversee RTX service legislative priorities to the Department of Defense Oversight Committees of both the House of Representatives and the Senate.
What You Will Do
- Lead service-related government relations efforts throughout the U.S. by identifying and supporting policymaking opportunities and funding opportunities that advance the objectives and successful execution of the Service programs of all three business units.
- Develop and implement a comprehensive government relations strategy with respect to these programs to successfully achieve RTX legislative priorities particularly related to (but not limited to) additional funding and favorable policies from the Defense Oversight Committees of the House of Representatives and the Senate.
- Advise the Presidents of the three RTX business units and other senior business leaders on all federal legislative matters that may affect the successful execution of their programs.
- Develop and maintain relationships with key U.S. government customers/officials to identify opportunities of aligned interest, shape requirements & influence laws and regulations in support of all RTX related products and services.
- Collaborate with the Federal Affairs senior leaders to enhance RTX’s presence in Washington, DC with respect to assigned programs to create a national platform on which these programs positions, needs, and priorities can be articulated.
- Provide insight, guidance and support to RTX program managers, their direct reports, the Senior Vice President for Global Government Relations and key company leaders on program standing on budgetary, legislative and regulatory matters being considered by Members of Congress, their staffs, and the Defense Oversight Committees of the House of Representatives and the Senate.
- Coordinate and integrate Defense related federal affairs activities with all other lobbying activities across Global Government Relations.
- Build and maintain strong relationships with internal business functions and work proactively to keep them well-informed about political, legislative, and regulatory developments impacting Service programs.
- Coordinate internally with the Federal Affairs senior leaders and the Manager of RTXPAC to develop a strategy and attend events in support the company’s political action committee.
- Represent RTX interests on Capitol Hill at hearings, help prepare company leaders for Hill testimony when required, and provide briefings to Members of Congress, their staffs and key Congressional committee professional staff on RTX programs.
Qualifications You Must Have
- Typically requires a University Degree or Advanced Degree, or equivalent experience, and a minimum 7 years specialized experience working with Members of Congress and their staff, and committees.
- Demonstrated knowledge of defense legislative processes and associated funding mechanisms such as the annual appropriations bills and the National Defense Authorization Act.
- Demonstrated proficiency and understanding of U.S. military concepts, programs and terminology.
- Previous experience working on Capitol Hill, especially on the annual defense appropriations and authorization Acts.
- Demonstrated capacity to operate independently across a highly-matrixed organization, with strong research, writing and communication skills.
- U.S. Citizenship status is required as this position needs an active U.S. Government Security Clearance (Secret or Top-Secret) as of day one of employment.

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
