Parsons is currently looking to hire a Commercial Manager (Pre-Contracts) for our office in Dubai, UAE.

What You’ll Be Doing

  • Ensure all estimate team members apply company estimating practices, techniques, processes, and procedures.
  • Provide technical guidance to Estimators and Associate Estimators.
  • Deliver quality-controlled estimates for assigned projects and programs.
  • Define and delineate project or program scope using a top-down work breakdown structure (WBS), prepare material takeoffs in accordance with the WBS as defined by concept documents, design drawings, plans, and specifications.
  • Develop detailed resource costs for work activities based on the planned schedule of execution, apply project burdens and indirect costs, dictated fees and taxes, define costs associated with contract general conditions, and apply expected margins to produce a reasonable probable project and/or contract cost.
  • Develop a basis of the estimate (BOE) narrative that clearly defines estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions to ensure the customer has a complete understanding of the content and components of the delivered estimate of probable cost.
  • Review estimates delivered by other service providers to determine compliance with project and/or program procedures, estimate completeness, accuracy, technical development, and compliance with best practices.
  • Review contractual documents and contract modifications to determine scope of work and/or scope changes, define cost and schedule impacts to the base contract, and provide written evaluation and recommendation of reasonable reconciliation and remediation to project and/or program management staff.
  • Prepare and summarize task and subtask estimates, including resource rates and/or unit costs to perform parametric order of magnitude cost estimates when detailed estimate development is not necessary or time does not permit that level of detail.
  • Define scope and quantification for vendors and subcontractors necessary to obtain correct and competitive pricing for materials, equipment, and services required to complete an estimate of reasonable probable cost.
  • Document telephone, email, web, and written bids and quotations complete with contractual terms and conditions, shipping costs and terms, transfer of title, and terms of contract payment and completion.
  • Accumulate, evaluate, and document historical cost data inclusive of construction location, site conditions and restrictions, contract terms, and contract execution plan, procedures, and methods to maintain current estimating database information and cost data.
  • Provide training and guidance to Estimators and Associate Estimators in the preparation, revision, and production of cost estimates using the required project and/or program software, estimating tools, and equipment.
  • Review work produced by subordinate personnel for quality, clarity, accuracy, and application; verify that all components and costs required by the contract documents are included.
  • Develop client presentations in the appropriate media and conduct clear and specific client presentations as required by project and/or program management.
  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You’ll Bring

  • Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or a related field (or equivalent experience).
  • 15+ years of related work experience involving typical estimating activities.
  • Previous experience using estimating database-supported software.
  • Ability to perform difficult estimating activities typical to the engineering and construction industry is required.
  • Excellent written and verbal communication skills.
  • Familiarity with company and project procedures and practices.
  • Familiarity with typical project controls software such as MS Office package, AutoCAD, Bluebeam, MicroStation, and any of the estimation software is required.
  • Must have a clear understanding of, and ability to work with, construction contract commercial documents, engineering drawings, and specifications, and be qualified to be an estimate team leader.
  • Extensive experience in estimation, procurement, and pre-contract activities.
