Position Details:

One regular, full-time position, 40 hours per week, 12 months per year on the Oceanside Campus. The normal work schedule will be Monday through Friday, 8:00 am - 4:30 pm. The person selected for this position will be subject to assignment to any district facility during any hours of operation.

Remote work may be available for up to two days per week after the probationary period at the discretion and approval of the department manager.

The first-level interviews with the screening and interview committee will be conducted via Zoom. The second-level interviews may be in-person or via Zoom.

REMOTE WORK:
MiraCosta College believes that flexible work enables employees to achieve a more successful balance between work responsibilities and family life. The District offers the opportunity to telework (remote work) for certain positions, depending on the operational needs of the District and the provisions of the telework policy. Probationary and temporary employees are not eligible to telework unless approved by the appropriate vice president. No employee is guaranteed the right to telework. No employee shall be authorized to telework 100% of the time; regular, on-campus presence is expected for all District employees on a weekly basis.

RESIDENCY REQUIREMENT:
MiraCosta College Board Policy 7800: Employee Residency requires all classified staff, administrators, and temporary/hourly short-term employees to maintain and permanently reside in a principal place of residence in the state of California that is within two-hundred (200) road miles from the employees regularly assigned district worksite. The purpose of the policy is to promote efficiency and continuity throughout all campus administrative functions, provide students with high quality assistance and accessibility to all academic and campus services, ensure that students receive an engaging education, and respond to emerging student needs.

The District may consider an individual request to temporarily reside outside of the State of California or outside the 200-mile limit on a case-by-case basis, not to exceed twelve consecutive months.

Salary Range: 31
Compensation:
Starting at $94,271 per year (range 31, step 1), with annual salary step increases up to step 5. In addition, after five years of district service, employees earn a longevity stipend that increases over time.

Employees must make arrangements for the direct deposit of paychecks into the financial institution of their choice, via electronic fund transfer.

The screening and interview committee will review application materials for up to three to four weeks following the closing/first screening date. Applicants selected for interview will be contacted by phone; those not selected for interview will be notified by e-mail once interview candidates have been scheduled.

Offer of employment to the person selected for this position is contingent upon 1) successful completion of a pre-placement physical exam at district expense; 2) submission of a current tuberculosis test clearance; 3) proof of eligibility to work in the United States; 4) fingerprint clearance; and 5) approval by the Board of Trustees.

Retired STRS members are not eligible for this position.

Basic Function:

Under general supervision, supervise and lead Financial Aid department activities, providing technical support on policies and regulations to students and staff. Assist in planning, develop policies, and oversee application processing in compliance with regulations. Determine eligibility, initiate disbursements, and supervise staff as required. Perform other related duties as assigned.

3. Recruitment and Performance Management:
Participate in staff selection.
Conduct performance evaluations and establish performance targets.
Monitor performance, provide training, and implement disciplinary measures as needed.

4. Compliance and Regulation Adherence:
Interpret and apply complex laws, rules, and regulations related to financial aid programs.
Ensure program compliance through interpretation and implementation of regulatory changes.
Setup and maintenance of annual packaging policies and compliance standards for federal academic progress

5. Financial Aid Processing and Disbursement:
Maintain computerized disbursement systems, ensuring timely and accurate financial aid disbursements.
Verify, audit, and reconcile federal, state, and institutional financial aid program expenditures.

6. Application Processing and Awarding:
Interview applicants, determine eligibility, and assist with financial aid application processes.
Package and authorize financial aid awards in compliance with regulatory requirements.

7. Data Management and Reporting:
Utilize database systems to compile, analyze, and format data for planning and decisionmaking.
Prepare reports, including FISAP submissions, to support program audits and accountability.
Oversee systems and procedural manuals, troubleshoot issues, and manage scholarship
disbursement.

8. Program Oversight and Coordination:
Coordinate with departments and agencies to ensure timely information flow and disbursement authorization.
Serve as a liaison for financial aid programs and manage responsibilities such as emergency grants and bank programs.
Manage year-end closeout of financial aid programs and manage student fraud oversight.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Business Systems Analysts, Financial Aid Technicians and other Financial Aid staff, temporary workers and student workers.

Other Duties:

Perform other related duties as assigned.

Knowledge Of:

1. Knowledge of federal and state financial aid regulations, policies, and procedures.
2. Proficiency in financial aid software systems and databases.
3. Ability to interpret and apply complex financial aid laws and regulations.
4. Skill in financial data analysis and reporting.
5. Strong leadership and staff management abilities.
6. Excellent communication skills, both written and verbal.
7. Capacity to develop and implement financial aid policies and procedures.
8. Expertise in budget management and financial planning.
9. Ability to prioritize tasks and manage multiple projects simultaneously.
10. Skill in providing excellent customer service to students and staff.
11. Knowledge of diversity and inclusion principles, with the ability to serve a diverse student
population effectively.

Ability To:

Education & Experience:

To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

Graduation from an accredited four-year college or university with a bachelors degree and at least three years of progressively responsible experience in financial aid; or an associates degree and seven years of progressively responsible experience in financial aid.

NOTE: For work experience, one 'year' is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.

Desirable Qualifications:
  • Financial aid experience in community college institutions.
  • Demonstrated ability with complex Excel analysis and modeling.
  • Experience and working knowledge of the FISAP, SAIG, Common Origination & Disbursement (COD), EdConnect or EdExpress.


Licenses & Other Requirements:

A valid California drivers license and the ability to maintain insurability under the districts vehicle insurance program.

The physical efforts described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing up to 25 pounds; ability to travel to various locations on and off campus as needed to conduct district business.

Working Conditions:

Primarily business office environment; subject to frequent public contact and interruption and intermittent exposure to individuals acting in a disagreeable fashion. Occasional evenings and/ or weekends are required on an as-needed basis. Occasional travel may be requested.
