Chief, Anti-Money Laundering Section, CM-0301-00 (Merit Promotion) - Military Veterans

This position is located in the Division of Risk Management Supervision (RMS), Operational Risk, Anti-Money Laundering and Cyber Fraud Branch, Anti-Money Laundering Section of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000. Please note that this announcement will close when we reach 75 applicants.

Establishes, maintains, and enhances liaison relationships to ensure consistent implementation and enforcement of the Bank Secrecy Act (BSA). Relationships with the following agencies are most critical in this objective: Financial Crimes Enforcement Network (FinCEN), the Departments of Treasury, the Federal Banking Agencies, Office of Foreign Assets Control (OFAC), and Federal law enforcement (as necessary). Ensures FDIC compliance with all provisions of the information-sharing memorandum of understanding between FDIC and the FinCEN and between the FDIC and OFAC. Develops and delivers Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) presentations and provides guidance to a variety of audiences regarding policy, supervisory, regulatory, and enforcement matters. Reviews Reports of Examination of FDIC-supervised institutions with significant AML/CFT program deficiencies and ensures that appropriate formal enforcement actions are initiated, in consultation with the Legal Division. Evaluates whether sufficient remediation has occurred, and ensures termination of formal enforcement actions where appropriate. Provides audit coverage of Regional Office activities regarding AML/CFT examination and enforcement procedures to ensure consistency with FDIC policies. Briefs Washington and Regional staff and management on AML/CFT policy, rulemaking, and enforcement matters prior to implementation or execution of an action, including the enforcement of criminal statutes affecting the affairs of insured financial institutions. Supervises the development of AML/CFT briefing materials for Division management and the Board of Directors regarding operating policies and procedures, specific regulations, or other matters as requested. Supervises the review of conclusions and recommendations associated with AML/CFT audits conducted by the Office of the Inspector General or the General Accounting Office regarding operational policies and procedures. Exercises supervisory personnel management authority and performs the full range of performance management duties, to include planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc. Ensures that Equal Employment Opportunity (EEO), Diversity, Equity, Inclusion, and Accessibility (DEIA), employee development, employee performance, and other personnel plans, processes, and programs are executed equitably consistent with Corporate policy, legal requirements, and the mission of the Division; organizes, coordinates, and manages the work of diverse teams of employees by assigning work, developing employee skills, assessing/monitoring employee performance, and promoting inclusion.

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertook; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised). Leadership experiences identified must have been performed in an official supervisory role. Leadership Experience: Experience in setting performance expectations; assessing employee performance; providing recognition and rewards; providing feedback and development opportunities; addressing performance or conduct issues; and participating in recruitment and hiring activities. Technical Experience 1: Experience developing regulatory policy, guidance, examination resources, and training related to anti-money laundering and countering the financing of terrorism (AML/CFT) programs; AND Technical Experience 2: Experience with collaborating on corrective programs for financial institutions with significant AML/CFT program deficiencies; AND Technical Experience 3: Experience as a key contributor to interagency groups to develop consistent interagency AML/CFT regulatory policy, guidance, examination resources, and training.

Employment Conditions. Registration with the Selective Service. U.S. Citizenship is required. Single Scope Background Investigation (SSBI) required. Ability to obtain and maintain a Top Secret/SCI security clearance. Applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and will be subject to random drug tests. Must be able to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of security clearance may result in the withdrawal of a job offer or removal. Employee may be relocated to any duty location to meet management needs.
