The Alakaina Foundation Family of Companies (FOCs) is looking for a Deputy Program Manager to support our government customer located on Kauai, Hawai'i . We are seeking a highly engaging leader capable of effectively managing multiple contract and non-contract related requirements, technical actions, administrative actions, tasks, and assignments. DESCRIPTION OF RESPONSIBILITIES: Responsible for the overall management and coordination of this contract. Will serve as an alternate point-of-contact with the Government for the performance of all work under this contract. Physically present on-site during regular working hours. Available on-site within one hour after the Government’s designated regular working hours outlined within the contract. Coordinate’s contract matters with various Government elements/customers such as the PMRF Deputy Technical Director, Administrative Contracting Officer(s) – (ACO), Contracting Officer Representative (COR), and other Government authorities. Coordinates effectively with employee Unions, addresses Collective Bargaining Agreement (CBA) issues, concerns, and actions. Interfaces with Government Service Managers (GSMs) and COR regarding contract and project activities; and performance or quality issues. Coordinates with corporate headquarters personnel for operational guidance and support. Attend management functions and meetings with PMRF Government representatives, NAVSUP Government representatives, other Government representatives (i.e., reimbursable Government customers), and community leaders. Manages contract Technical Instructions (i.e., Task Orders) and ensure the successful completion of multiple technical tasks within prescribed contract, performance, and quality standards. WORKING ENVIRONMENT: Environment: General office environment on a Military installation with various on-site visits at numerous Military locations on island. Effective and professional oral/written communication and interpersonal skills are required. Technical and administrative workforce exceeding 500 personnel, including classified work, with a workforce that is more than 50% covered under a Collective Bargaining Agreement. Physical Activities: Walking, standing, and sitting. Requires in-person and virtual customer contact, extended workdays, and field work assignments. REQUIRED DEGREE/EDUCATION/CERTIFICATION: Bachelor’s degree, preferably in Business Administration, Management, or related field. The bachelor’s degree is based on a 4-year course of study from a US accredited college, university, or equivalent institution. REQUIRED SKILLS AND EXPERIENCE: Minimum five (5) years of experience in DOD contracting, to include management of IDIQ, CP, and/or FFP programs to include leadership positions of increasing responsibility. Experience managing and balancing prime and subcontract skill mix. Experience managing DOD programs/teams of a minimum of 100 FTEs or related personnel. Experience in the following areas as a Federal/DoD contract Program Manager: Business and Financial Management Contracts and Subcontracts Management Quality Management IT Management and Cybersecurity Range Operations and Range Systems Management (Ordnance, Air Operations, EW, Radars/Telemetry, Measurement Systems, Aerial Targets, Data Systems, and Marine Ops). Excellent communication skills (verbal and written). Excellent organizational skills. Proficient in MS Office (Word, Excel, Visio, PowerPoint), Teams, Outlook, and SharePoint. Effective supervisory skills; and ability to clarify team purposes and goals, build team commitment, strengthen collective skills, and work approaches; and ability to analyze and ensure that effective and accurate procedures are in place. Ability to lead a team successfully through project-driven schedules to deliver high quality outcomes based on stated performance objectives, proven leadership, and interpersonal skills. Ability to prioritize and successfully manage numerous simultaneous activities and projects. Effective conflict resolutions skills. Ability to identify, classify, mitigate identifiable risks to ensure successful delivery of contract requirements, financial goals, and profitability. Ability to analyze and ensure that effective procedures are in place to meet contract objectives. Excellent Time Management skills. Experienced in customer interfacing. REQUIRED CITIZENSHIP AND CLEARANCE: SECRET security clearance is required.
