Decision Technologies seeks a qualified Program Analyst to join our team in Washington, D.C .

Position Description:

Support PEO IWS 2 for Rotating Radars in the areas of Acquisition, Systems Engineering, and Project management of radar systems. Ensuring the Program is within the Cost, Schedule, and Risk Schedule .

MUST HAVE Secret Clearance

Responsibilities and Duties:

  • Engage in project management support by liaising with the Radar Community and the various PEOs, SHAPMs, and technical communities.
  • Provide financial management through developing POM issue papers, 7300s, Obligation Phasing Plans (OPP), Task Planning Sheets (TPS), Budgets, P- Exhibits, and spending plans. The candidate will be required to draft responses in defense of the budget.
  • Review DOD guidance and policy for the application and implementation of In-Service Radars.
  • Facilitate and lead technical interchange meetings and working groups to resolve programmatic and technical issues with a wide-ranging team consisting of the Navy Program Office, In-Service Engineering Agent (ISEA), Navy Laboratories and Radar Design Agent.
  • Provided system engineering support in defining system interfaces, reviewed engineering change proposals (ECPs), and participated in critical design reviews.
  • Develop PowerPoint presentations and agendas, coordinate meetings, track risks and action items, and write meeting minutes.
  • Provide project management support by acting as action item officer. Track and coordinate efforts of the Equipment Manufacturer, System Engineers, Acquisition Agent, and Logistic Leads to ensure Project Milestones are met. This includes collecting required data and documentation in a prompt and timely manner.
  • Coordinate with Navy Warfare Center personnel to respond to Data calls and generate Technical Briefs for the Program Office.
  • Support the government project manager directly by monitoring cost and schedule performance through earned value.
Required Qualifications and Skills:
  • Experience with DOD 5000 as it applies to Acquisition and Systems Engineering.
  • Working knowledge of Change Requests & Engineering Change Proposals.
  • Financial experience with Budgets, Estimating, and Task Planning Sheets.
  • Familiar with configuration management principles.
  • Excellent interpersonal and communication (oral and written) skills.

  • Personal computer skills (competent with MS Office applications).
Desired Qualifications:
  • 3-5 years of experience in DOD Acquisition
  • Familiar with shipboard installation processes.
  • Familiarization with the PEO IWS Element Certification Process.
  • Experience with Obsolescence Management and Diminishing Manufacturing Sources and Material Shortages (DMSMS).
  • Working knowledge of the US Navy planning process (SHIPMAIN) and Navy Data Environment (NDE).
  • Practical experience with shipboard rotating radar systems.
  • Knowledge of various Combat System Elements.
  • Knowledgeable in the use of MS TEAMs
