The PAQ Division Office (PAQ-DO)'s Nuclear Enterprise Assurance (NEA) office works to establish core capabilities and advise the integration of NEA into business practices to ensure the prevention, detection, and mitigation of potential adversarial subversion of the nuclear weapons supply chain.

PAQ-DO's NEA office seeks to hire a systems analyst to contribute to the implementation of NEA supply chain risk management (N-SCRM). The N-SCRM Systems Analyst will complete activities related to the establishment of NEA specific SCRM business practices at LANL and will execute ongoing operations of these activities. The systems analyst directly reports to the NEA Program-Project Director and will interface with the NEA Program Manager, NEA Technical Project Managers, NEA project execution staff, NEA operations personnel, as well as partners within and without LANL. The N-SCRM Systems Analyst will be responsible in part, but not limited to, utilizing system analysis skills to ensure the timely completion of the following activities:

- Contribute to the development of procurement and supplier management processes and procedures to implement the requirements of N-SCRM.

- Advise supply chain organizations on NEA requirements driven by NNSA Supplemental Directive SD 452.4-1, Nuclear Enterprise Assurance .

- Participate in vulnerability assessments and incident responses to continually enhance assurance.

- Conduct routine reviews of procurement documentation to ensure there are no NEA concerns.

- Integrate with the counterintelligence community and apply their insights.

- Support product realization teams for nuclear weapons components.

- Formalize these activities into policy and procedure.

Eligibility Requirements

Candidates shall obtain or possess and maintain a Q level clearance, shall participate in Human Reliability Program (HRP), and may be required to support Alternative or Backshift Work schedules, as necessary.

Minimum Requirements

Quality Assurance Analyst 3 ($92,300 - $151,000)

The successful candidate will possess:

  • Project management skills and experience in completing moderately complex assignments.
  • Excitement for working in an undefined area of business practice.
  • Ability to interact effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.
  • Excellent oral and written communication and presentation skills.
  • Demonstrated experience contributing to small to moderate projects within their technical field.
  • Ability to leverage technical experiences to evaluate and resolve process gaps for supply chain.
  • Knowledge of the principles of SCRM.
Quality Assurance Analyst 4 ($112,000 - $186,700)

In addition to the skills of the Quality Analyst 3, the Quality Analyst 4 will be required to possess:
  • Experience leading small projects independently with only general direction.
  • History of applying the principles of SCRM to technical work.
  • Knowledge of business process development tools such as process mapping.
Education/Experience at Level 3: Position requires a Bachelor's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Education/Experience at Level 4: Position requires a Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

Desired Qualifications
  • Experience: Ability to understand working in a Weapon or High Hazard manufacturing environment and knowledge of production process workflows and outward planning.
  • Experience: Working knowledge of the technical or operational details of product realization processes and operational technology (OT).
  • Nature of Work : Experience interacting with DOE/NNSA and National Security Enterprise sites and complexes.
  • Program Requirements: Knowledge of NNSA SD 452.4-1 or other subversion and vulnerability assessment approaches.
  • Certification: Project Management Professional (PMP)
  • Clearances: Active Q & SCI clearances or DOD Top Secret clearances.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management. This position will require occasional work travel, no more than 10%.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance:Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance. and obtaining such clearancerequires US Citizenship except in extremely rare circumstances.Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances.See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
