Construction Manager II

This position oversees all aspects of construction projects within the assigned Area of Responsibility (AOR), ensuring projects are completed on time, within budget, and to the highest quality standards. The Construction Manager II is responsible for planning, budgeting, scheduling, and executing construction operations, while adhering to safety regulations, contractual obligations, and local building codes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manage all phases of construction projects, from initial planning and design to final completion and closeout.
- Develop and maintain project schedules, budgets, and resource plans.
- Coordinate and supervise the work of subcontractors, ensuring timely and quality performance.
- Conduct regular site inspections to monitor progress, identify and resolve potential issues, and ensure adherence to safety protocols.
- Collaborate effectively with architects, engineers, project managers, and other stakeholders.
- Ensure compliance with all applicable safety, health, and environmental regulations, including those of the host country.
- Investigate and resolve technical and construction-related problems, recommending appropriate solutions.
- Prepare and submit progress reports to management, clients, and other stakeholders.
- Provide technical guidance and support to project teams and subcontractors.
- Conduct constructability reviews and analyze construction programs to optimize efficiency and cost-effectiveness.
- Develop and implement training programs for construction personnel on safety procedures, best practices, and new technologies.
- Contribute to proposal development and client presentations related to construction services.
- Maintain strong working relationships with local authorities and community stakeholders.
As directed by management, may supervise employees or subcontractor personnel in accordance with the "General Supervisory Duties and Responsibilities" addendum.
REQUIREMENTS:
- Location: This position is located in Somalia, a project worksite with challenging and demanding working and living conditions.
- Language Proficiency: Must be able to read, write, speak, and understand English at an intermediate level to effectively communicate and perform job duties.
- Physical Demands: Position requires the physical and mental stamina to withstand challenging working conditions and perform the essential functions of the job.
EDUCATION & EXPERIENCE:
- Bachelor's degree in Construction Management, Civil Engineering, or a related field, or an equivalent combination of education and experience.
- Nine (9) to twelve (12) years of relevant experience in construction project management, with a strong preference for experience on US Government Contingency Contracts such as LOGCAP, AFCAP, GCS-MAC, CN>, and DTRA-CTRC.
- Proven experience in Base Camp Construction and Development, Construction of Expeditionary Housing Facilities, Runway Construction and Repair, and the construction of Force Protection Measures (e.g., T-Walls, Jersey Barriers, Overhead Protection, Bunkers, Perimeter Walls, Tactical Operating Facilities, Warehouse Facilities).
- Strong computer skills and proficiency in Microsoft Office Suite and project management software.
