Position Overview:

We are seeking a highly skilled and experienced HSE Manager, Site Manager to oversee and manage the Health, Safety, and Environmental (HSE) functions at our large-scale Total Installed Cost (TIC) projects. The primary purpose of this position is to ensure the creation and maintenance of a safe, productive, and sustainable work environment by preventing human injuries, environmental degradation, and unsafe working conditions. This role will lead the development and execution of HSE programs, training, and processes that reinforce our commitment to the health and safety of employees while promoting operational efficiency.

Key Responsibilities:

  • HSE Program Development & Implementation:
    Develop, customize, and oversee the implementation of comprehensive HSE programs, including site-based HSE orientations, training sessions, and recognition/awards programs. Ensure these initiatives align with company standards, client requirements, and applicable legislation.

  • Project-Specific HSE Oversight:
    Manage the HSE function on large-scale TIC projects, which may include tasks such as calculating and controlling HSE budgets, managing staffing requirements, and preparing necessary HSE documentation.

  • Risk Management & Safety Studies:
    Oversee the preparation of safety cases (SC), Quantitative Risk Assessments (QRA), Process Hazard Analyses (PHA), Fire Protection Specifications (FPS), and Environmental Impact Assessments (EIA) as needed for compliance with regulatory entities.

  • HSE Guidance & Support:
    Provide expert guidance and support to business units, project management teams, and other Company organizations on the interpretation and application of Company HSE practices, as well as regulatory and client-specific requirements.

  • Compliance & Gap Analysis:
    Conduct regular gap analyses between Company HSE practices, client requirements, and regulatory legislation to ensure compliance with all relevant health, safety, and environmental regulations. Proactively address any discrepancies or gaps identified.

  • Safety Culture & Awareness:
    Foster a strong safety culture on all project sites by promoting awareness and adherence to HSE standards and goals. Organize and lead HSE campaigns, initiatives, and meetings to ensure continuous improvement in safety performance and environmental protection.

  • Independent Decision-Making & Problem Solving:
    Make informed, independent decisions on HSE-related engineering or scientific issues, utilizing advanced techniques, methods, and practices from relevant fields. Recommend solutions and improvements to ensure safe and compliant project execution.

  • Subordinate Management & Training:
    Manage and mentor HSE staff assigned to your projects, providing guidance, performance management, and training on HSE-related activities and procedures. Ensure all HSE staff are adequately trained and equipped to execute their duties effectively.

  • Safety Inspections & Audits:
    Oversee regular safety audits and inspections across project sites, identifying hazards and implementing corrective actions. Maintain an up-to-date record of findings and safety performance metrics.

Qualifications:

  • Education:
    Bachelor's degree in a related field (e.g., Occupational Health & Safety, Environmental Engineering, or a similar discipline). Alternatively, an equivalent combination of education and relevant experience may be considered.

  • Experience:
    A minimum of 7-10 years of related experience in HSE management, particularly within large-scale projects. Previous experience working in industries such as construction, energy, or manufacturing is highly preferred.

  • Certifications:
    Relevant certifications in Health, Safety, and Environmental management (e.g., NEBOSH, OSHA, ISO 14001, or similar) are desirable.

  • Technical Skills:

    • Strong understanding of HSE regulations, industry standards, and best practices.
    • Proficiency in risk assessment tools and methodologies such as QRA, PHA, and EIA.
    • Knowledge of fire protection, safety cases, and environmental compliance standards.
    • Excellent communication, leadership, and interpersonal skills.
  • Soft Skills:

    • Ability to work independently and as part of a team.
    • A proactive and detail-oriented approach to safety management.
    • Exceptional organizational and time-management skills.
