Nightwing is seeking a “cradle to grave” Construction Program Manager (CPM) support to a dynamic program near the Dulles airport. The best candidate will be able to execute all construction project phases and described in general terms as Design, Construction and Closeout. The CPM will provide construction management support but not limited to development of requirements based on customer input as well as; contract development, review, and management of Architecture & Engineering (A&E) plans, designs and specifications, maintainability review, detailed Government Cost Estimate (GCE) preparation, technical evaluations and reviews, project statement of work or statement of objectives (SOW/SOO) preparation, construction management, supplementary construction , and related services necessary to support the execution of assigned projects. Work also involves proper closeout of contract efforts as well as maintenance of project electronic files and databases. The CPM will develop requirements, cost estimates, and manage an array of projects to include but not limited to mechanical, electrical, civil, architectural, structural, and geotechnical.

CPM will be expected to become familiar with all current PMO processes and procedures during the initial 30 days of coming on board. The Contractor shall develop all project requirements to comply with the most current Federal, State, Local and engineering plans, and specifications of standard commercial practices. Planning efforts includes ensuring all applicable permits are requested and approved.

CLEARANCE Requirements: Top Secret/SCI with CI Polygraph

Required Skills:

  • Prepare detailed line-item costs estimates for all assigned projects

  • Track and input weekly project updates and maintain all project documentation in the appropriate electronic project folders for each project

  • Design Phase Responsibilities may include but are not limited to:

  • Single Point of Contact for all issues relative to the project

  • Coordinate, and review submitted data deliverables for functional and technical accuracy/completeness, and for compliance with applicable regulations and criteria in support of projects initiated or reviewed by the PMO

  • Responsible for all project documentation

  • Track and input weekly and monthly

  • Construction Phase Responsibilities may include but are not limited to:

  • Coordinate Pre-Construction Conferences and ensure the pre-Final and Final Inspections are coordinated with all necessary agencies

  • Review and respond in writing to all contractor Requests for Information (RFIs)

  • Review contractor’s request for progress payment and provide input to the PMO

  • Responsible for all project documentation

  • Schedule all projects and monitor completion within the plan and schedule specified period of performance

  • Review, prepare recommend contract change orders, and project closeout procedures to verify successful completion of the construction contract

  • Ensure that all requests for Utility Outages and/or Road Closures are properly coordinated at least two weeks prior to occurrence.

Qualifications and Required Skills:

  • Ability to clearly articulate technical and non­technical subject matters, both verbally and in writing, to technical and non-technical Customer personnel

  • Familiarity with electrical, mechanical, architectural, and structural engineering, fire protection, telecommunications, security design and construction principles

  • Familiarity with mechanical engineering, electrical engineering, and architectural design

  • Proficiency with Microsoft Office applications

  • Willingness to work as required to get the job done on time and within budget

  • Significant prior experience with Government contracting practices and procedures

  • Must possess an active TS/SCI with CI Polygraph and must be willing to upgrade clearance

Desired Skills:

  • Ability to develop gross design and construction cost estimates

  • Proficiency with AutoCAD

  • Proficiency with Visio drafting software

  • Proficiency in customer's Project Management Contract process

  • Proficiency in MS Office applications, including MS Project

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
