Human Resources Specialist, CG-0201-12, ICTAP Term NTE 13 months - Military Veterans

This position is located in the Division of Administration, Human Resources Office/Executive Resources & Strategic Programs/Corporate Staffing Programs is responsible for hiring for various corporate-wide programs to include the Pathways Intern and Recent Graduate Programs, Entry Level Examiner Hiring Program, Honors Attorney and Law Clerk programs in addition to various other dedicated staffing programs.

The duties below will involve the use of various competitive and excepted service hiring authorities in addition to special hiring authorities: Provides technical advice, guidance, consultation and assistance to managers, supervisors and employees in classification, recruitment, staffing, pay setting, payroll and personnel action processing, and Human Resources (HR) information systems to a wide, diverse and geographically dispersed regional office employee population. Leads or participates in working groups, special projects, technical teams, or other similar teams, usually to establish standardized practices or procedures, develop process improvements, or discuss technical HR information. Processes personnel actions and prepares various reports using data from National Finance Center (NFC) systems and Corporate Human Resources Information System (CHRIS) and other HR information systems. Considers the issue and determines which resource(s) represent the most effective means to resolution. Determines proper response to higher echelon requests for data/information and coordinates or performs the gathering and compilation of same. Participates in user acceptance training (UAT) for various CHRIS, Monster Hiring, or other automated system upgrades; system changes; or troubleshooting at the request of management. Responsible for preparing and submitting metrics involving assigned program or functional areas as required by management and for meeting performance goals established for the HR program. Provides advice and guidance to customers and resolves problems related to a full range of HR management issues. Serves as a technical expert in a variety of formal and informal meetings to provide training and present information on current HR topics for managers, supervisors, labor representatives, and client organizations.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 11 grade level or above in the Federal service. Specialized experience is defined as providing technical advice, guidance, and consultation to managers, supervisors and employees in recruitment, staffing, delegated examining, personnel action processing, and experience using automated HR systems to prepare vacancy announcements, evaluate eligibility and qualifications, process or code personnel actions, and gather and compile data for various tracking or status reports. Selective Placement Factor In addition to the qualification requirements listed above, you must also meet the following selective factor to be considered eligible for this job. The selective factor is defined as: Current Delegated Examining certification by the U.S. Office of Personnel Management is required for this position. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement. The candidate selected will be offered a term appointment not-to-exceed 13 months, which may be extended to a maximum of four years based on workload requirements and organizational staffing authorizations.
