The Acquisition Services Management Division (ASM) is seeking a highly motivated Acquisition Cost/Price Analyst 4 to support important national security missions at LANL. Our primary core functions support all LANL procurement activities.

The Acquisition Cost/Price Analyst 4 is a cost/price analysis subject matter expert and a high-level business professional with intermediate procurement specialist experience, responsible for performing compliant, complex or high-risk cost and/or price analysis of offeror, subcontractor, or supplier cost or price proposals; performing complex accounting and timekeeping system reviews; and performing highly complex cost incurred or closeout audits, within established policies and procedures. The Acquisition Cost/Price Analyst 4 works on unusually significant, unique, or intrinsically complicated issues, provides solutions that are highly creative and where analysis of situations or data requires an evaluation of intangibles.

Key Responsibilities include but are not limited to:

• Collaborate as necessary as a member of integrated project teams (IPTs) to provide related expertise in the application of Prime Contract requirements and guidelines relating to requirements for cost or pricing data; provide relevant cost/price analysis and recommendations; propose subcontractor pricing and incentive plans, proposal evaluation factors, and negotiation plans; and address subcontractor financial capability, allocation and allow-ability of costs, and cost principles application.
• Plan, perform, and report on complex or high-risk cost/price analyses of offeror, subcontractors, or supplier cost or price proposals for new acquisitions, changes, requests for equitable adjustments, interim cost incurred reviews, claims, terminations, and undefined pricing actions requiring expert level analytical rigor and solutions. As a follow-on, provide support to acquisition personnel during negotiations of such actions.
• Perform complex cost accounting and timekeeping systems reviews and financial responsibility assessments of large subcontractors in support of capability determinations.
• Perform highly complex cost incurred or closeout audits of subcontracts, coordinates audit requests with external agencies, and helps negotiate or coordinate resolution of questioned costs.
• Serve as adviser and subject matter expert to the Laboratory acquisition groups and teams regarding market data, pricing approaches, price indices, quantitative analytical techniques, subcontractor financial capability, and allocation and allow-ability of contract costs for highly complex subcontracting actions.
• Plan and develop curriculum for the Laboratory acquisition workforce on cost/pricing requirements and in providing support to small businesses on purchasing and subcontracting cost/price proposal requirements.
• Acts as a special project leader, if assigned.

Leadership: Demonstrated ability to mentor and develop less experienced analysts; to include team building, managing requirements, and motivating others while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Knowledge and Expertise: Demonstrated advanced job knowledge relevant to the advertised position, including how the Small Business Act and Small Business Investment Act (i.e., Public Law 95-507) may influence an acquisition strategy. Demonstrated advanced knowledge of contracting and subcontracting concepts, the Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable international contract law.

Accountability: Demonstrated experience working with confidential or proprietary information, classified documents or sensitive information.

Collaboration: Demonstrated ability to collaborate actively as a member of an integrated project team (IPT) to provide relevant expertise for developing subcontractor incentive plans, commercial proposal evaluation factors, and commercial negotiation plans.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of LANL stakeholders, subcontractors, and suppliers.

Training/Certifications: None required.

Education/Experience: Position requires a bachelor's degree from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation. Post-graduate coursework is desirable.

Desired Qualifications:

• Current or recent cost/price analyst experience supporting a government contracting or auditing organization or a government prime contractor's subcontracting organization.
• Demonstrated proficiency through an accredited certification program from an accredited acquisition, procurement, purchasing, accounting, or auditing program.
• Active DOE "Q" clearance.
• Experience working with SAP Ariba

Work Location : The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice. (Remote work for this position is possible, with additional approvals).

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in aneligible position for a minimum of 3 months, before July 1st and remain in an eligibleposition as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
