Position Overview
Tilcon Connecticut seeks an experienced Operations Manager to oversee paving, milling, and DOT heavy and highway projects. This position is responsible for the strategic planning and execution of construction operations. This role involves managing project timelines, budgets, and resources to ensure efficient and high-quality project delivery. The manager coordinates with various departments, including safety, quality control, and aggregate, to optimize operations. They also oversee compliance with DOT regulations and environmental standards. Additionally, the manager plays a key role in fostering a collaborative work environment and driving continuous improvement initiatives. This position requires strong leadership and problem-solving skills to address daily operational challenges. All Tilcon Connecticut employees are expected to partner with associates and management of Tilcon Connecticut Inc. establishing key internal relationships to coordinate, support, and actively promote our safety processes and keep safety embedded in the culture of our Company. Key Responsibilities
- Manage daily paving, milling, and DOT Heavy & Highway projects, including resource allocation, scheduling, and quality control
- Oversee operating budgets and costs, optimizing efficiency and profitability
- Ensure compliance with safety regulations and company policies
- Coordinate with other departments, clients, and subcontractors to meet project deadlines and specifications
- Develop and implement strategies to improve operational performance and productivity
- Provide leadership and mentorship to team members, fostering a culture of excellence
- Help establish production’s Key Performance Indicators (KPI's), interpret, and apply key financial indicators to make better business decisions.
- Build strong internal relationship, especially with the construction department, ensuring continuous collaboration delivering efficiencies and superior customer satisfaction.
- Oversee hauler agreements, including terms and rates; collaborate with Legal to ensure company is protected from financial liability and carriers have adequate insurance.
- Take responsibility for developing and delivering change management plans and achieving outcomes that support the organization's overall strategy.
- Manage and report on the performance of the function /business area; set appropriate performance objectives for direct reports and hold them accountable for achieving these; take appropriate corrective action where necessary to ensure the achievement of annual business objectives.
- Communicate the function's strategy and its relationship to the organization's mission, vision and values; clarify the actions needed to implement it within the area of responsibility; motivate people to commit to these and to doing extraordinary things to achieve the organization's business goals.

- Work with safety and field personnel to minimize risk and increase safety
- Identify the capabilities needed to meet the current and emerging business needs of a significant business area. Evaluate current capabilities, identify gaps, and prioritize development activities. Qualifications
- The successful candidate must be able to perform each essential duty satisfactorily.
Education/Experience
- Any combination equivalent to: Bachelor’s Degree in a related field and five to 10 years’ experience in a combination of milling, paving, and heavy & highway civil work.
- Experience in strategic planning and execution.
- Experience creating, working within and/or administering an assigned budget.
- High standard of ethics, integrity, and trust.
- Strong work ethic and high standards for safety in the workplace.
- Proven ability to develop relationships and to work with teams as both a leader and a participant.
- Effective interpersonal and communication skills; building rapport, listening, presenting, giving and receiving feedback.
