Lead Utility Engineer (Design)

Parsons is seeking an experienced Lead Utility Engineer to join our Project Management Consultant (PMC) team for a landmark infrastructure project in Dubai. This role is critical for overseeing the design, coordination, and relocation of utilities, ensuring alignment with local regulations and project requirements. The successful candidate must have significant experience working on utility projects in Dubai, with a deep understanding of local authorities' approval processes and utility standards.
What You'll Be Doing:
Utility Coordination and Management
Oversee the design and execution of utility relocation, protection, and installation works, including electricity, water, sewage, telecommunications, and gas systems.
Coordinate with local authorities such as DEWA, RTA, Etisalat, du, and Dubai Municipality to obtain necessary permits and approvals.
Act as the primary point of contact for utility-related matters, managing communication between stakeholders, contractors, and consultants.
Design and Technical Oversight
Review and validate utility designs, ensuring compliance with project specifications, local regulations, and international standards.
Identify potential utility conflicts and develop mitigation strategies to prevent delays.
Provide technical guidance to contractors and consultants on utility-related challenges.
Construction Supervision
Monitor the progress of utility relocation and installation works, ensuring adherence to approved designs, timelines, and quality standards.
Conduct site inspections to verify compliance with utility authority requirements and safety protocols.
Risk Management and Issue Resolution
Identify and manage risks associated with utility works, including disruptions to existing services.
Resolve utility conflicts promptly to avoid project delays or cost overruns.
Documentation and Reporting
Review technical documents, including utility layouts, as-built drawings, and reports.
Prepare regular progress reports highlighting utility-related risks, achievements, and next steps for stakeholders.
Stakeholder Engagement
Liaise with local utility authorities, developers, and project teams to ensure alignment and timely resolution of issues.
Represent the client in utility-related discussions and negotiations.
What Required Skills You'll Bring:
Bachelor’s or Master’s degree in Civil Engineering, Electrical Engineering, or a related field.
Minimum 10–15 years of design experience in utility engineering, with at least 5 years of experience on infrastructure projects in Dubai.
Proven track record of working with local authorities, including DEWA, Etisalat, du, and Dubai Municipality.
In-depth knowledge of utility relocation, design, and installation processes.
Familiarity with Dubai’s utility standards, approval procedures, and regulatory frameworks.
Proficiency in design and analysis tools such as AutoCAD, Civil 3D, and similar software.
Strong problem-solving and analytical abilities.
Excellent communication and coordination skills, with the ability to manage multidisciplinary teams.
Effective time management and the ability to work under tight deadlines.
