Finance & Budget Analyst II - Military Veterans

Job Duties:

Under the direction of the Assistant Director of University Budget, this position assists in the execution of the central budget process of the University. This process involves both state and non-state funds of the University. The position assists division and unit administrators in monitoring their budgets to ensure compliance with ECU and state policies, as well as prepares various reports as requested by Office of State Budget and Management and UNC System Office. This position provides guidance and assistance with managing, estimating and balancing budget allocations. This position will conduct budget reviews and assist with determining training needs for division and unit personnel. This position utilizes moderate knowledge of all of the following ECU systems as well as state budgeting systems: Banner Finance, Budgeting, Position Management, Human Resources, Payroll and Purchasing. Working knowledge of budgeting processes and accounting policies and regulations will be applied in the performance of duties. The Finance & Budget Analyst will also be a resource for monitoring and control of university positions, personnel budgets, and will process salary buyout forms. This position also assists the Office in the annual All Funds Budget process.

This position may be eligible for Flexible Work Arrangements ( FWA ) under the East Carolina University ( ECU ) FWA Policy.

In accordance with the ECU FWA Policy, this position requires you to live within a reasonable commuting distance of ECU .

Bachelor's degree in public administration, business administration, accounting, or related discipline; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Organizational Unit Overview:

The Division of Administration and Finance is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division within Administration and Finance include Campus Operations, Financial Services, Financial Planning and Analysis, People Operations, Success, and Opportunity, Information Technology and Computing Services, Campus Safety and Auxiliary Services, Materials Management and Real Estate, ECU Health Financial Management and Reporting, and Administration and Finance Operations & Athletics Business Affairs. The Division is led by the Vice Chancellor of Administration & Finance. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets and administrative activities of all operations at East Carolina University and its affiliated Foundations. This division is a service provider in support of academic, research, and outreach missions of the University.

The Office of Financial Planning and Analysis is responsible for organizing, planning, coordinating, directing, monitoring, supervising, and administering all budget functions related to operations funded by tuition, state appropriations, student fees, auxiliaries, and institutional trust funds. This Office is responsible for coordinating the All-Funds Budget process. The Office is also responsible for preparing projections and models using various scenarios. Budget information is consolidated, and records are maintained to provide accountability for university management and to ensure accurate and complete budget data for system, state, and university reporting. The office is responsible for compliance with all applicable State laws as well as policies of the University of North Carolina Board of Governors and of East Carolina University.
